LABOR AND INDUSTRIAL RELATIONS, HAWAII DEPARTMENT OF


HCAP: ARRA funds will allow: 1) 250 unemployed obtain a job; 2) 600 participants will complete pre-employment skills/competencies training; 3) 60 individuals will complete or be in the process of receiving their ABE/GED; 4) 50 persons will complete or be in the process of receiving a certificate or diploma; 5) 500 clients will receive one or more support services that will help with employment acquisition and retention; 6) 35 partner organizations, both public and private, that community action works with to expand resources and opportunities to achieve family and community outcomes; 7) 20 disabled individuals will maintain an independent living situation; 8) 500 households will be provided food assistance; 9) 100 needy families will receive help with fuel/energy bills and 10) 400 persons receive temporary shelter support services. HCEOC: ARRA funds will be used to: Procure Sage MIP Fund Accounting System as well as software training and system implementation. 156 students and 78 parents will obtain pre-employment skills/competencies required for employment and receive training program, a certificate or diploma as part of the Right Track/Drop-Out Prevention Program. 78 out of 156 parents will participate in the Language Arts Multicultural Program (LAMP). 130 low-income persons become more self-sufficient and have access to reliable transportation to obtain or maintain employment. A Drug Court (for Juveniles) Community Service Community Garder Project is in negotiation with the State Judiciary Dept. MEO: ARRA funds will be used for: 15 clients to receive apprenticeship training in high growth fields and financial literacy training; 40 low-income persons receive utility assistance; 150 low-income families receive emergency food assistance; 100 eligible individuals/families obtain medical/dental/health assistance; and 20 low-income individuals/families receive rental assistance. Five partnerships help leverage resources. KEO: ARRA funds will allow: 1) 40 homeless and 60 at-risk homeless individuals provided with intake, assessment and individual service plan development; 2) 15 persons obtain full-time and 40 persons part-time employment; 3) 40 persons obtain permanent rental and 16 persons obtain transitional housing; 4) 120 persons assisted with transportation; 5) 80 persons assisted with employment services; 6) 25 persons helped with child care as a barrier to employment; and 7) 25 persons enter mental health treatment/support services.

PRIMARY REASONS FOR UNSPENT FUNDS = Lack of time; confusing & ever-changing instructions & need to create new policies & procedures. 4TH QUARTER ACTIVITIES--HCAP: implemented most of the projects/programs indicated in the CSBG ARRA agreement. Programs included integrated training & employment, emergency housing assistance, employment readiness & placement assistance, transportation, food assistance, and literacy. Partnerships est. with 7 other agencies for employment readiness & job placement services. HCEOC-Continues to have success with the Language Arts Multi-Cultural Program for children and the Youth Dropout Prevention program. Conducted Financial Management courses for Micronesian participants. 22 people received rides to work. 16 Drug Court community service volunteers assigned to the Community Garden Project. 10 teens & 10 mentors in the Youth Mentoring Program. MEO: 175 clients served. Assistance Programs = food assistance, medical assistance, rental assistance, utility assistance, & child care assistance. O-J-Training for Certified Nurse?s Assistant, Child Development Associate, Solar Installer, financial literacy training & Small business/Residential Photovoltaic Training. KEO: Services focused on removing barriers for homeless persons. 99 intake assessments conducted. 62 persons received transportation request (bus pass, gas card or ride). Employment support included work clothing, phone & computer access, employment/job acquisition, skills training & counseling; life/soft skills training; obtain ID documents for employment (i.e. birth certificate, state ID); Outcomes-3 got regular part-time job, 5 got part-time irregular jobs, 2 got full-time jobs; 6 households increased their income. 7 extended their stay at KEO homeless shelter, 15 accepted into KEO transitional housing program.
