The overall purpose of the NSP2 program is to address the negative effects of abandonment and foreclosure on neighborhoods. MSHDA responded on behalf of the State of Michigan by proposing a Michigan NSP2 Consortium (Consortium) involving 20 other entities (12 municipalities and eight land banks). On February 11, 2010 HUD awarded MSHDA and the Michigan NSP2 Consortium $223,875,339; the largest single award made nationwide under the NSP2 competition. The Consortium members will use this funding to alleviate blight, acquire and rehabilitate homes, and increase land bank capacity. Local governments bring their experience at implementing housing construction, rehab and demolition. Land banks bring their unique powers under Michigan’s model state law, including the ability to acquire, hold, assemble and maintain property, Brownfield credit and tax-increment financing authority, and the ability to quiet title and hold property tax-free for future redevelopment in the public interest. As lead agency, MSHDA will conduct oversight and reporting activities, as well as help local partners build capacity to re-vision neighborhoods in the Michigan economy of the 21st Century. The target area for these efforts includes 93 census tracts in the cities of Detroit, Highland Park, Hamtramck, Wyandotte, Flint, Saginaw, Pontiac, Lansing, Battle Creek, Kalamazoo, Grand Rapids and Benton Harbor. In the course of the research for the NOFA response, it was determined that about 16,000 housing units in the target area were vacant, and about half of those were vacant for one year or more. Through the Consortium’s NSP2 plan, approximately 25% of all vacant units will be touched in some way, either through acquisition/rehab or demolition. Specifically the Consortium will use NSP2 funds strategically to acquire foreclosed upon, abandoned, vacant and blighted properties that are located within walking distance to employment, education and health care institutions and HUD’s NSP2 Eligible Census Tracts. In its work under the NSP2 rubric, the Consortium will concentrate on: • Expansion of land banks to purchase and hold properties and produce buildable lots to be conveyed to developers as revitalization plans get implemented. • Purchase, rehabilitation and redevelopment of foreclosed and abandoned property for sale and/or rent to low-moderate-middle income (LMMI) households through acquisition, rehabilitation and homebuyer assistance. • Demolition of blighted and vacant structures. Longer-term benefits of NSP2 will begin to decrease the over-supply of housing caused by population loss and provide working capital to implement coordinated revitalization plans that will create new market opportunities and begin to re-size their cities and re-position their neighborhoods for the economic recovery of Michigan.

Quarterly Activities/Project Description MSHDA's partner cities and land banks have demolished, rehabilitated, and landbanked thousands of abandoned or foreclosed properties in Michigan, as well as completed newly constructed housing units where viable. This has had a tremendous impact on neighborhoods and cities across Michigan, one of the hardest hit states by the foreclosure crisis. All NSP2 activities are nearing completion as the Consortium has expended 100% of its original grant award when including program income. Program income generated from housing sales has allowed some partners to far exceed their production goals. Many of the jobs created or retained this quarter were in the form of Consortium employees in the form of program implementationa and project management, as well as embedded staff that have helped local units of government with capacity building and program implementation. Furthermore, NSP2/ARRA funding has created jobs in the real estate, construction and professional services industries necessary for carrying out NSP2 objectives. These services include, but are not limited to, environmental testing and inspections, architectural services, and jobs related to the disposition, demolition, rehabilitation or new construction of properties in the NSP2 target areas. MSHDA has invoiced over $208 million for consortium partner activities and administration costs and anticipates invoicing the remaining funds in the coming weeks for activities completed and expenses incurred prior to the expenditure deadline. In the prior quarter, MSHDA has been preparing for grant closeouts and is awaiting guidance from HUD on full closeout procedures. Demographic impact data is being compiled for reporting requirements and will be submitted as part of the March 2013 quarterly progress report to HUD. It is anticipated that this process will be ongoing as activities are closed and properties are sold.

Description of Jobs Created To-date, NSP2 funding has created or retained internal staffing positions at the state and local government levels related to community development, real estate redevelopment, project management, grant management, project oversight and technical assistance/capacity building. Temporary, full-time embedded staff at the local government level have been assisting sub-recipients in the implementation of their NSP2 strategies. NSP2 activities have also generating considerable contractor and vendor employment in the areas of construction, real estate, and professional services, such as architectural and environtmental services, and the number of jobs created related to these fields have been considerable as local communities continue to construct, rehabilitate or demolish housing in targeted areas across the state. Some local communities have entered into development agreements with non-profit developers, such as Habitat for Humanity, which also contributed to the number of jobs created/retained this quarter. The true scope of job creation is not fully realized by the hours captured from direct contractors, as many general contractors hire sub contractors to complete certain aspects of their construction activities. The impact of this program on job creation or maintenance in Michigan is likely much larger than what is represented in this report, but the collection parameters as set out by Act and compliance guidelines do not require that level of data due to its collection being time and cost prohibitive.
