Coral reef ecosystems throughout the world are extremely valuable biologically, environmentally, and economically. Florida coral reefs represent the largest area of coral reefs in the United States, contributing more than $6 billion in income and 71,000 jobs annually in South Florida alone. These exquisite living natural resources have been in existence for over 215 million years. They provide employment, food, recreation, biodiversity, habitat, chemicals for human health, and coastal protection. Millions of tourists and residents enjoy SCUBA diving, snorkeling, and fishing on coral reefs -- activities that provide substantial income for coastal communities and inland. Unfortunately, reefs of Florida, the nation, and world-wide are under extreme threat from both global and local stressors. Research is urgently needed for improved understanding, management, and conservation. Nova Southeastern University has established and will construct the Center of Excellence for Coral Reef Ecosystems Science (CoE CRES) Research Facility. The activities in the multi-disciplinary research building are to address national and international priorities in coral reef research in five thematic areas: 1) Impacts of global and local stressors; 2) Geospatial analysis and mapping; 3) Deep sea coral reefs and biodiversity; 4) Genetic and genomic connectivity; and 5) Hydrodynamics. The CoE CRES will include space for offices, laboratories, collaboration, research training, and fieldwork staging. It's designed to promote high quality and impactful research by current and new faculty, researchers, visiting scientists, post-doctoral fellows, and graduate students. The 86,000-sqare-foot CoE is to be located at Nova's Oceanographic Center and its National Coral Reef Institute (NCRI) on the ocean side of Port Everglades in Ft. Lauderdale, Florida. Funded in part by a grant from the National Institute of Standards and Technology (NIST) at a cost of over $30 million, the research facility is expected to create 22 new academic jobs and 300 construction jobs; employ 50 graduate students; and preserve 22 existing academic jobs. the CoE CRES will be the only research facility in the nation dedicated entirely to coral reef ecosystem science. Major goals include not only fundamental research, but also to finding management and conservation solutions to pressing coral reef issues. Completion is scheduled by 2012. As one of NOAA's external Coral Reef Institute partners, NCRI has long supported NOAA's mission by providing outstanding scientific research to support federal, state and local management and conservation in providing local, regional, national, and international research products that can offer solutions to the coral reef crisis. The new CoE CRES provides both urgently needed state-of-the-art research facilities and consequently expanded scientific capacity.

The last quarter has been spent putting the ‘finishing touches’ on the facility and ensuring that all major punch list items have been completed by the General Contractor. Exterior and interior signage has been installed. A full graphics package detailing the research done in each specific lab is up with running video displays. In addition, artwork, sculpture and coral displays have been installed throughout all 5 floors of the facility. Faculty and Staff are now operating and starting research in the building. Staff has also been able to open up the facility for a handful of events involving the research community (one of which was for NOAA). The grand opening for the Center of Excellence for Coral Reef Ecosystem Science took place the afternoon of Thursday, September 27th which required a lot of preparation in the months leading up to the event. Nova Southeastern University (NSU) agreed to fund an overall landscaping upgrade to the existing Oceanographic campus to meet the aesthetic standards set by the new building. In addition, all of the existing buildings were waterproofed, caulked and painted. There are a handful of new scope items that we are continuing to finish. NSU has decided to add the second chiller and associated ice tanks at this point in time. NSU will be providing the funding for this equipment and installation which will be completed by December 2012. Also, NBC 6 has reached out to us in the hopes of installing a skycam on the top of the building. We are currently working with them to install the necessary rooftop equipment and infrastructure in order to accommodate their request. Finally, we have received a donation which is directly related to the construction of the new facility. The monies will allow researchers to study the effects of oil on coral reef. We are currently finalizing the design to construct additional outdoor research bays to accommodate this work. |

| Infrastructure Purpose and Rationale |
The goal of the Nova Southeastern University Oceanographic Center (NSUOC) is to establish a research facility that not only encourages the investigation and preservation of one of the earth’s greatest natural resources, coral reef ecosystems, but also to provide an economic and social stimulus for the South Florida community in which it will be located. The NSUOC will fulfill these goals, as well as the goals outlined within the American Recovery and Reinvestment Act of 2009 by addressing the following topics:
Preservation of Jobs and Promotion of Economic Recovery: Through the attainment of grant funding, the NSUOC will continue to employ a staff of 22 research professionals and have the capability of increasing their full-time staff by an additional 22 research professionals. The NSUOC will also continue to utilize graduate students, ultimately augmenting the staff to 50 student research assistants. During the construction phase, the facility will employ 300 trained construction professionals. Throughout this initial period, the NSUOC team will submit Recovery Act Reports, as outlined in Sec.1512(c) of the Recovery Act.
Provision of Investment Needed to Increase Economic Efficiency through Technological Advances: Research conducted within the NSUOC will advance knowledge and preservation efforts for South Florida’s coral reef ecosystems, an environment proven to generate billions of dollars in annual revenue and many thousands of jobs.
Investment in Infrastructure for Long-Term Economic Benefits: Construction of the facility began within six months of award approval and completion has occurred within a subsequent approximate 15 month period. With strategies in place for project management, budget, and schedule adherence, as well as quality control, the NSUOC project has generated continuous economic benefits throughout the life of the facility. Furthermore, with the completion of the initial NSUOC COE Research Facility and Phase I facilities, the NSU team will begin consideration of the remainder of the master plan, providing potential further economic stimulus and job growth. The goals and objectives of the Recovery Act has been well met by the construction of the Center of Excellence in Coral Reef Ecosystems Science Research Facility.
