545 - Combination Loan & Grant - Waste Disposal Only - 09/10 Stimulus The facility was constructed in 1972 and many components of the treatment process have exceeded their useful life expectancy. In 2003, the Connecticut Dep directed the Town to hire an engineering firm to develop a Facilities Plan to assess the Water Treatemnet Facility's mechanical, electrical and structural reliability. The Water Pollution Control Authority hired CDM to complete the Plan and subsequently to design and manange construction of the upgrade. The Upgrade will also address code issues, increase flood protection of equipment, and improve the treatment process for nitrogen removal. C. H. Nickerson & Co., Inc. was awarded the contrat to complete construction.
