HABITAT FOR HUMANITY INTERNATIONAL
Neighborhood Stabilization Program 2 was an allocation of funds provided under the American Reinvestment and Recover Act of 2009 (Public law 111-005) (Recovery Act) for additional activities under Division B, Title III of the Housing and Economic Recovery Acto fo 2008 (Public law 110-289) (HERA), as amended for the purpose of assisting in the redevelopment of abandoned and foreclosed homes under the Emergency Assistance for Redevelopment of Abandoned and Foreclosed Homes heading. Neighborhood Stabilization Program 2 was awarded to Habitat for Humanity International on February 2, 2010 in the amount of $137,620,088. Of that amount $34,405,022 must be used for the purchased and redevelopment of abandoned or foreclosed homes on residential properties that will be used to house individuals or families whose incomes do not exceed 50 percent of median income, pursuant to the Recovery Act and HERA. Habitat for Humanity International, through 7 chosen developers, is required to return a minimum of 100 abandoned or foreclosed homes back to productive use or otherwise eliminate or mitigate the negative effects on the stability of the target area and ensure the target area geography has an average combined needs index score of 18 or greater.

Habitat for Humanity International suscessfully met the 100 percent expenditure deadline by requesting the remaining draw amount of $4.8M. Before the financial component of the grant ended on February 11, 2013, HFHI staff members prepared environmental review packets for a total of 2,386 properties, of those properties 2,217 received clearance from HUD. Of those units, 1,246 properties were purchased, rehabbed or constructed, allowing HFHI and its seven developers to exceed the contracted amount of 1062 and the committed number of units by 184. To date, approximately 820 units are in Occupied, Sold or Final status. |

As a result of NSP2 funding, Habitat for Humanity International and it's seven developers has retained 47.36 employees. Jobs created within Habitat for Humanity International included compliance officers, grant officers, organizational development consultants, grant coordinator, grant manager, reporting/technology specialist and NSP2 writer/editor. These full time staff members will continue for the full term of the grant and help Habitat for Humanity International and its seven developers meet all federal requirements, including the provisions that homes go to individuals and families whose incomes falls under the national objective of LH 25 or LMMI. The numbers for retained/new employees will vary every quarter depending on the number of hours employees worked. Each developer had to hire additional staff to manage the program and meet the requirements. Employees of Dallas Area HFH managed the home construction process including procuring and overseeing contractors, purchasing construction materials, supervising home construction sites, performing site development functions, managing the maintenance and security of lots owned and/or under construction, recruiting potential homebuyers, processing and approving applicants for homeownership, presenting homeownership classes to families approved for homeownershipand researching and purchasing real estate. At HFH of Greater Miami, 15 staff members performed construction services, one handled grant administration and compliance, and one performed property acquisition. Since the grant inception, we have added 11 full time positions and 1 part time position to Pensacola HFH. There are 6 new construction positions to handle the increase in house production to serve eligible homebuyers. There are 2 additional positions added to the Family Services group to process additional families served. There is 1 full time and 1 part time position added to process and coordinate the purchase of additional construction supplies and subcontract labor directly related to the increase in house production. During the 2nd quarter 2012 Pensacola HFH added 1 finance staff to work with compliance requirements. At Milwaukee, project director manages the entire grant. The grant compliance manager maintains the proper documentation in Community Central and throughout the organization. Staff members at HFH of Greater Los Angeles provide oversight of all real estate and construction components of NSP2 properties including acquisition of homes in targeted areas, scope of work, timeline and budgets, contract negotiations with all subcontractors and construction and rehab of all homes. |
