The focus of this task is to derive and document functional requirements for NASA’s Trajectory-Based Automation System for Enroute & Transition airspace. This prototype system represents the evolution of 20 years of NASA research in ground-based air traffic management. It is expected to expand the capacity of the National Airspace System and improve the efficiency of air traffic operations by assisting air traffic controllers in detecting and resolving air traffic conflicts and by identifying more efficient routes for aircraft already en route to their destination. The functional requirements being documented in this task will be derived from six specific functions of the Trajectory-Based Automation System: - Trajectory Prediction - Strategic Conflict Detection - Tactical Conflict Detection - Strategic Conflict Resolution - Tactical Conflict Resolution, and - Clearance Delivery. Referencing published papers, software code and staff researchers, the contractor shall derive and document system-level functional requirements for six specific functions of the Trajectory-Based Automation System, a software system prototype that provides decision support to air traffic controllers for conflict detection and resolution, optimized profile descents, and wind-optimal route amendments. The system is based on the Center-TRACON Automation System (CTAS) platform. The six functions are: trajectory prediction, conflict detection (strategic and tactical), conflict resolution (strategic and tactical), and clearance delivery. For all work produced in this task, the government has a strong preference for data, methods, tools, algorithms and technologies which are openly available and do not require any sensitive or proprietary protections. Where the contractor utilizes sensitive or proprietary information, they will be responsible for the appropriate handling and protection of the information. With the exception of the monthly progress reports, all document deliveries shall be formally presented to the government. Delivery of requirements documents shall include the supporting data developed for the task, such as any requirements database(s) and/or requirements traceability information. Presentation materials, deliverable documents and supporting materials shall be delivered in electronic form.

The top-level functions are: (F.1) Predict 4D Trajectories, (F.2) Generate Descent Trajectories, (F.3) Detect Strategic Conflicts, (F.4) Resolve Strategic Conflicts, (F.5) Identify Wind-Favorable Routes, (F.6) Detect Tactical Conflicts, (F.7) Resolve Tactical Conflicts, (F.8) Provide User-Interface Functions, and (F.9) Provide Datalink Functions. - The UARC team had the responsibility for generating the functional requirements for the following four top-level functions: (F.2) Generate Descent Trajectories, (F.3) Detect Strategic Conflicts, (F.4) Resolve Strategic Conflicts, (F.5) Provide Wind-Favorable Direct Route Advisories, and (F.8) Provide User-Interface Functions. - The OSI team had the responsibility for generating the functional requirements for the following four top-level functions: (F.1) Predict 4D Trajectories, (F.6) Detect Tactical Conflicts, (F.7) Resolve Tactical Conflicts, and (F.9) Provide Datalink Functions. - In addition to these four high-level functions OSI also modeled the weather inputs in support of the (F.3) Detect Strategic Conflicts function and developed the functional requirements for the initial version of the Generate Descent Trajectories function based on the Efficient Descent Advisor tool.
