The Berkshire Regional Transit Authority (BRTA) will invest in public transportation via: The replacement of one (1) transit bus that has reached their useful life, with a smaller, more fuel efficient minibus which allows for greater flexibility and route deviation. Initiate an Intelligent Transportation System installation, designed to provide the residents of Berkshire County, Massachusetts the latest transit technology including Automatic Vehicle Locators, Next Stop Announcers, Automated Passenger Counters, Computer Aided Scheduling and Dispatch software and hardware. Procurement, installation, and implementation of components, computer hardware and software to integrate with upgraded Voice Over Internet Protocol (VOIP) telecom system to ensure proper access of ITS information from multiple locations.

Quarterly Activities/Project Description During the period ending September 30, 2012 Anteris Solutions invoiced for 16.50 hours of ITS project oversight. RouteMatch invoiced for software licensing and support for the depot monitors, the balance due on the completion of the Automated Passenger Counter installation, the remaining depot monitors for installation at Berkshire Community College, travel expense for RouteMatch staff for onsite training, and additional TS licenses and support. All activity during this quarter successfully closed out any remaining grant balances between this and MA-96-X004. Drawdowns were completed on October 4, 2012 after ECHO-Web reopened due to year end maintenance since September 25, 2012. During the period ending June 30, 2012 RouteMatch has delivered and begun installation of Automated Passenger Counters in the fixed route vehicles and allowed access to the TS module for the ADA database component of the project. These RouteMatch elements will be completed next quarter, all manhours reported, funds drawn down and this grant will be closed. For the period ending March 31, 2012 negotiations to implement additional modules of the ITS Project occurred with an expected completion date of 6/30/12 which will effectively close both MA-66-X004 and MA-96-X004. For the period ending December 31, 2011 Earthlink installation charges and Anteris Solutions telephone interface components, oversight and IT support for VOIP transition. Total labor hours of 20.25 or .04 FTE for this period. For the period ending September 30, 2011 the contract with Earthlink has been executed. Work orders for equipment and infrastructure have been placed, but not invoiced at this time. Plans to install and test VOIP system in October 2011.

For the period ending June 30, 2011 RouteMatch technicians and programmers performed 330.5 labor hours during this quarter creating, training, and troubleshooting the RouteMatch CA and Route Shout mobile communication modules. Project oversight was invoiced and paid to OLH Transit Management and Anteris Solutions consisting of 104.75 hours during this period. Anteris Solutions also performed 36 hours of IT support. The total labor hours for this quarter are 471.25 or .91 FTE and were reported under Grant MA-96-X004. The BRTA has entered into a contract with Earthlink to supply the required upgrades to the current telecom solution which should be implemented next quarter. For the period ending March 31, 2011 technicians for BRTA?s IT contractor configured computer components to support the RouteMatch training of operations supervisors. These supervisors created BRTA routes and timepoints in the RouteMatch database for the ITS pilot rollout next quarter. Labor hours for this activity were reported under Grant MA-96-X004. For the period ending December 31, 2010, legal and consultants finalized the ITS contract, performed support and oversight of the Route Match initial meeting and site visit. Hours for this activity were reported under Grant MA-96-X004. For the quarter ending September 30, 2010, this stimulus grant funded the manufacture of one (1) 20 passenger minibus type vehicle. Per the manufacturer, 270.9 man hours were used to assemble the minibus type vehicle at their manufacturing facility in upstate New York.

Infrastructure Purpose and Rationale This Recovery Act grant has allowed the Berkshire Regional Transit Authority (BRTA) to continue a multiyear plan to systematically replace the aging fleet of full sized fixed route buses, as they reach their useful lives, with smaller, more fuel efficient minibus type vehicles of various fuel types and passenger capacities. The BRTA issued on September 11, 2009 a solicitation, Request for Proposal # 2009-01 for Computer Aided Dispatch/Automatic Vehicle Location system and Related Services as the first step of the Intelligent Transportation Systems (ITS) rollout. This multifaceted system will update the passenger amenities for the residents of Berkshire County, Massachusetts and include: Automatic Vehicle Location, Next Stop Announcements, Automatic Passenger Counters, and Computer Aided Dispatch and Scheduling hardware components and software. During the period ending June 30, 2010, the BRTA placed the order for a 20 passenger mini bus with an expected delivery date of August 2010. Consultants working on the RFP for ITS Services and Components recommended and accompanied the BRTA Administrator to the selected vendor?s headquarters for a site visit which included negotiations for a Best and Final offer. A Notice to Proceed letter was issued on 6/22/10 to purchase components and services outlined in their response. During the period ending September 30, 2010 the minibus ordered in the previous quarter was delivered, accepted by the BRTA, paid for, and placed into fixed route service. The ECHO system was closed during the last week of September for maintenance, so the funds will be drawn down in October 2010. The contract for ITS Services and Components has been reviewed by legal council and is awaiting signatures to proceed. Negotiations have been ongoing with the anticipated contract execution occurring during the next reporting period. For the period ending December 31, 2010 the final ITS contract has been accepted by legal, executed, and licensing fees have been invoiced, paid for, and drawn down from grant MA-96-X004. Additionally, upgraded workstations and server components have also been ordered, received, paid for, and drawn down from grant MA-96-X004. The workstations were used in the first Route Match training session for operations supervisors and the server is expected to be online early next quarter. Consultant provided support and oversight in the ITS contract negotiations, Route Match initial meeting, and site assessment. For the period ending March 31, 2011 technicians for BRTA?s IT contractor configured computer components to support the RouteMatch training of operations supervisors. These supervisors created BRTA routes and timepoints in the RouteMatch database for the ITS pilot rollout next quarter. For the period ending June 30, 2011 RouteMatch technicians and programmers during this quarter creating, training, and troubleshooting the RouteMatch CA and Route Shout mobile communication modules.
