NEW YORK STATE ENERGY RESEARCH AND DEVELOPMENT AUTHORITY
The objectives of the New York State Partnership include creating replicable energy retrofit programs, supporting municipal Property Assessed Clean Energy (PACE) programs, demonstrating on-bill recovery programs in New York, leveraging Energy Efficiency & Conservation Block Grant (EECBG) funding and achieving verifiable economic, environmental and energy benefits.
The New York State Partnership intends to leverage new and existing energy efficiency retrofit and finance programs to create large-scale, sustainable approaches to financing energy retrofits across the state. The Partnership includes the New York State Energy Research and Development Authority (NYSERDA), New York City (NYC), a coalition of Long Island communities, the Town of Bedford with thirteen neighboring Westchester communities, and National Grid. The project encompasses separate, but coordinated, efforts among the partners to offer three distinct energy efficiency financing mechanisms to New Yorkers. By providing three financing mechanisms, i.e., property assessed clean energy (PACE) loans, credit enhanced bank loans and on-bill recovery loans, the Partnership will allow consumers to select the finance method that works best for them and will also produce information on consumer receptivity and program effectiveness for the benefit of energy efficiency program administrators across the State and nation.

| Quarterly Activities/Project Description |
Marketing and outreach efforts continue for the 8 small municipalities awarded funding under RFP2228, which provided $689,214 for outreach/administration and $6,202,922 for energy efficiency loans for 9 economic development regions.
Residential: To date, a total of 5,627 Smart Energy (formerly known as the Unsecured Loan) applications have been received, of which 3,536 have been approved. Of those loans approved, 2,369 have closed, valued at $21,801,235. Since the launch of the On-Bill Recovery (OBR) Loan on January 30, 2012, a total of 2,878 OBR Loan applications have been received, of which 1,730 have been approved, and 721 closed, valued at $7,713,430. NYSERDA’s revised target for bond issuance is now Q2 2013. Through March 31, 2013, There have been 5,214 audit completions and 1,563 project completions in the program.
Small Commercial/NFP: As of February 28, 2013, the program provided 381 energy assessments for small businesses and 291 energy assessments for not-for-profits. The Program launched the Participation Loan product on June 14, 2011. As of February 28, 2013, the program has seven participating lenders. 14 customer applications have been received, 12 applications have been approved for financing and 4 loans have been closed. The Program launched the Small Business/ Not-for-Profit component of On- Bill Recovery (OBR) Financing on June 21, 2012.
Multifamily: Q1 audit completions include a total of 108 buildings representing 7,440 units; retrofit work was completed on a total of 57 buildings, representing 3,654 units. As of 3/31/13, five loans have been closed valued at $1,720,470.50. The development of the OBR Loan product continues.
