The National Park Service and the Railroad Commission of Texas established a cooperative agreement to protect natural resources within the Big Thicket National Preserve. Two properly plugged oil wells, originally plugged on land, are now located in the Neches River due to natural meandering of the river. The wells now pose a threat to navigation and if struck by a marine vessel could pose a pollution threat to the river. The objective of the project was to reenter the two wells, reset the top plugs at a deeper depth, cut the casings below the mud line, and thus, eliminate the threat the two wells currently pose.
