ENVIRONMENTAL QUALITY BOARD


This agreement provides American Recovery and Reinvestment Act funds as additional financial assistance source for the recipient's efforts to assess and cleanup petroleum releases from the Leaking Underground Storage Tanks (LUST) sites in Puerto Rico. The cooperative agreement will fund several activities such as shovel-ready projects (sites ready for assessment and cleanup) that are typically orphan or abandoned sites, were the owners/operators of the sites are unknown or unable to pay, of which there are approximately 200,000 in the U.S. an its territories, and staff management and oversight activities that will leverage additional cleanups. The overall purpose is to cleanup contaminated LUST sites effectively, maximize job creation/retention, and provide economic and environmental benefits to the citizens of Puerto Rico.

Quarterly Activities/Project Description The following activities were performed for El Paraíso Service Station: (1) The final closure report from ERTEC was approved; (2) The field activities for the groundwater delineation (characterization of the site) were performed; (3) The Closure/Corrective Action Activities contract was amended to include the Remediation Pilot Test based on the preliminary results obtained from the sampling performed for delineate the contamination; (4) Two injection events of RegenOx and one injection event of ORC Advance were performed to continue the cleanup activities; and (5) The Final Characterization Report and the Final Corrective Action Plan were submitted. The cleanup activities at El Paraíso Service Station will continue using other funds. No Site Assessments or Clean-ups initiated or completed during this quarter.

Description of Jobs Created One (1) Environmental Quality Specialist II job position was retained and was responsible for the following activities, among others: (1) Responsible for writing the Request for Proposals (RFP) used by the contracted consulting firms to perform direct site assessments and site cleanups, (2) Oversight of field activities performed by the contracted consulting firms on eligible LUST sites, and (3) Revise all reports, work plans, documents and calculations of all allocable and allowable activities under the RFP, LUST/ARRA guidance, and all applicable laws and regulations. ERTEC retained five part time job positions, two environmental consultants, and one draftperson responsible for the oversight of the project at El Paraíso Service Station and responsible to prepare the Final Characterization Report and the Final Corrective Action Plan, two administrative supervisors responsible to oversight the administrative aspects of the project; and to transcribe the report and plan. Also, six part time employees were contracted (one Environmental Consultant, one Environmental Technician, and four Drillers) to performed the different closure/corrective action activities required at El Paraíso Service Station.
