The Department of the Navy, Space and Naval Warfare System Center (SPAWARSYSCEN) Atlantic (SSCLANT) Health Systems (HS) Programs provide a diverse range of Information Management and Information Technology (IM/IT) support services to multiple federal Health Systems organizations including the Department of Veterans Affairs (VA). The VA has requested that SPAWARSYSCEN Atlantic provide technical, Information Assurance, Program Management, and operational services to support multiple VA IM/IT Programs and initiatives. Congress passed the Post 9/11 Veterans Educational Assistance Act of 2008 in June of 2008, which updates GI Bill provisions and amends Title 38 United States Code to establish a program of educational assistance for members of the armed forces who served on or after Sept. 11, 2001. The VA tasked SPAWARSYSCEN Atlantic with providing a broad range technical, infrastructure, Information Assurance, engineering, and Program Management support services to develop IM/IT solutions to ensure the timely and accurate benefit payments to veterans. The objective of this Delivery Order is to provide a broad range of technical and management support services to assist SSCLANT in planning, monitoring, and executing the necessary tasking to design, develop, and implement and IM/IT solution to support the delivery of educational benefits defined in the Post 9/11 Veterans Educational Assistants Act of 2008. Significant services performed are as follows: This quarter the team was primarily focused on requirements definition, functionality and application development support for Release 5.1 which will be deployed October 2011. Efforts funded by these ARRA dollars have completed. |

Systems Engineering Management - Provide technical systems engineering support services to assist SSCLANT in managing and executing the technical components of the Chapter 33 Long Term Solution (Chapter 33 LTS). Information Assurance - Provide Information Assurance (IA) support services to assist SSCLAN in ensuring that the Chapter 33 LTS is designed, developed, deployed and supported in accordance with the applicable Federal and VA Information Assurance policies and requirements. Program Management Services - Support the program management office through schedule management support, financial and forecasting support and risk management support. Requirements and Release Management - Provide support services to assist SSLANT in reviewing, defining, evaluating, and managing the Chapter 33 LTS's requirements, defects, issues, risks, change requests, new development requests, deployement, and packaging. The contractror shall perform all requirement support using and Agile development methodology and approach, and in accordance with any frameworks or architectures required by SSCLANT and/or the VA. The application solution is defined as the webbased user interface and business logic/rules engine that implements the required solution's business functionality. Data Integration - Provide support services to assist SSCLANT in designing, developing, implementing, and maintaining the necessary data integration infrastructure to retrieve, cleanse, and consolidate data from external systems and make it available as a data service. Infrastructure - Provide support services to assist SSCLANT in designing, procuring, installing, and configuring the necessary hardware, operating systems, and network infrastructure required to deploy, maintain, install, sustain, and monitor the IM/IT solultion securely and reliably in accordance with the VA's Service Level Agreements (SLAs). |
