ENVIRONMENTAL QUALITY BOARD
This agreement provides funding under the American Recovery and Reinvestment Act of 2009 to the Commonwealth of Puerto Rico to capitalize its revolving loan fund for the financing for the construction of wastewater treatment facilities and associated infrastructure, green infrastructure, nonpoint source projects, estuary projects and program administration. The primary purposes of the agreement are to: preserve and create jobs and promote economic recovery through the investment in infrastructure projects that will improve water quality and will provide long-term economic benefits.

| Quarterly Activities/Project Description |
The Torrecillas already finished its construction and is in operation since January, 2011. The Sabana Grande WWTP project is in the close out phase and in operation since December, 2011. The Ingenio project is 100% completed and it is in operation since December, 2012. The project achieved substantial completion on October 30, 2012 and Final Acceptance on December 29, 2012. The Morovis project is 100% completed. The new Morovis WWTP plant is in operation since September, 2012 The project achieved substantial completion on September 14, 2012. For the Ciales project, the Ciales WWTP is in operation since October, 2012. The project is at 99% of construction. The project achieved substantial completion on October 3, 2012. PRASA is working in several punch list deficiencies. |

Specialized staff to oversight construction sites and review documentation. Construction related jobs includes carpenters, inspection, heavy equipment operators, contruction management, among others. PREQB also had contracted six (6) employees in order to perform inspection, reports and verify compliance with all ARRA requirements. One (1) of those engineers is now a regular employee of the Agency. The total working hours were divided by 520 hours in accordance to OMB guidance M-10-08.” |

Through this grant five (5) infrastructure projects will be constructed. The construction of these projects will benefit thousand of residents in different municipalities. All five (5) attend existing waterquality and compliance problems. During the construction of these projects a reasonable amount of jobs will be created and/or retained. Long-term economic benefits will also result with construction of these projects because they will provide suppoprt to the economic development already adversely impacted. |
