VIRGINIA COMMUNITY COLLEGE SYSTEM OFFICE
Tidewater Community College, in collaboration with an active consortium of 22 community colleges, will facilitate the adoption and meaningful use of electronic health records (EHRs) among primary health care providers in the twelve states of the mid Atlantic/Northeast region of the United States and the District of Columbia by training a workforce capable of providing local, practice, and provider-level support, technical assistance, education, and coordination related to health information technology. One of the primary goals of the project is to develop and deliver a nationally validated curriculum that trains workers in six workforce roles pre-defined by the Department of Health and Human Services (HHS), in conjunction with the Office of the National Coordinator (ONC) for HITEC programs. For the purposes of this grant project, competencies have been identified for six specific Health Information Technology (HIT) workforce roles, which will be critical as providers begin to implement Electronic Health Records (EHRs) in large numbers, and for which training can be completed in six months or less if individuals bring appropriate backgrounds to the training. These six roles are: practice workflow and information management redesign specialists, clinician/practitioner consultants, implementation support specialists, implementation managers, technical/software support staff, and trainers. Other goals of the project include: 1. The training programs must be designed using targeted educational materials developed for the six workforce roles by a designated group of research universities, to be completed in a maximum of six months. They should be non-degree programs but institutional certificates of completion may be awarded. 2. The training programs shall accommodate each trainee's skill gaps, and be flexibly designed to allow each trainee to enroll in just those courses he or she needs to attain the desired level of competency. 3. While each member Community College is not required to offer training for all six workforce roles, each consortium as a whole must provide training for all six roles. 4. After two years, the anticipated training capacity of the consortium as a whole must average 150 students per member Community College. 5. Training at all consortium member Community Colleges shall begin by September 30, 2010. 6. Each member Community College shall connect individuals completing these programs with job opportunities.

The Region E Health IT Consortium is led cooperatively by the Office of the National Coordinator (ONC) and Tidewater Community College (TCC). As of March 31, 2013, sixteen of 22 community colleges remain active. A change in scope of request was approved by ONC, effectively adjusting the Region E training goal to 3,300 students to reflect the intent of the project director(s). Beginning in February, TCC enrolled students in its first customized training program in preparation for sustainability plans. A no cost extension was submitted and approved on March 29, 2013 for the project period beginning April 2 and ending on September 30, 2013. By the close of the quarter, the Region has enrolled and trained a total of 6,073 with 3,944 graduates. Per the no cost extension plan that was approved, four Member Colleges are continuing to enroll students as part of an approved six-month no cost extension through September 30, 2013?Essex, Gloucester, Suffolk, and TCC. Project personnel met with ONC staff as part of an audit of the program. A Region E Conference was held in March 2013 in Virginia Beach to discuss lessons learned, sustainability ideas and plans, and to review close out expectations. The college also planned to carry a portion of the staff forward in the event of a no cost extension.
