HOUSING & COMMUNITY DEVELOPMENT, MD DEPT OF
The Energy Efficiency and Conservation Block Grant Retrofit Ramp-up (EECBG) Program, authorized in Title V, Subtitle E of the Energy Independence and Security Act (EISA) and signed into law on December 19, 2007, is modeled after the Community Development Block Grant program administered by the Department of Housing and Urban Development. Funding through the Retrofit Ramp-up (Be SMART) program allows the Maryland Department of Housing and Community Development to make strategic investments to meet the nation's long-term goals for energy independence and leadership on climate change. The MD DHCD will implement strategies to fundamentally and permanently transform energy markets in a way that make energy efficiency and renewable energy the options of first choice. EECBG Retrofit Ramp-up (Be SMART) programs are targeted to enable large-scale energy efficiency retrofits on residential, commercial, industrial and public buildings in geographically focused areas and are highly leveraged, broadly replicable and scalable, and are likely to be self-sustaining beyond the funding period.

The Be SMART Agri-Business project selected 16 Agribusinesses to be funded and retrofitted with Be SMART funds. Reimbursement for completed project design work for the Schools program will take place in Q2 2013. Be SMART will reimburse for the 228 school projects selected using design funds from the MEA-Greening School sub-grant in early Q2 2013. Be SMART?s 4 competitively awarded grantees have begun implementation of their neighborhood engagement energy efforts and have increased production for their respective programs. Also, Be SMART Multifamily closed on its 5th project, Circle Terrace ($2,293,174). We are anticipating that 4 additional Be SMART multifamily projects will close in Q2 2013. Furthermore, Be SMART Business has closed the loan and completed construction on its third project, Mission Evolution ($63,000). Additionally, construction was completed on the 2nd Be SMART Business project, a mixed used facility in Cumberland Maryland. The fourth Be SMART Business project, the Ellicott City Firehouse ($153,000), should be should close at the beginning of the Q2 2013. Lastly, Be SMART Home implemented a boiler rebate program in late Q4 2012. Since implementation of the boiler rebate program, the Be SMART team has been invited to and presented at five gatherings of Maryland HVAC contractors and Oil and Petroleum distributors (approximately 200 attendees) with a significant increase in HVAC contractor interest and Be SMART contractor enrollment. Since inception in late Q4 2012, the boiler program has motivated 60 HVAC contractors to join the Be SMART program increasing the rebate production by approximately 200% or 234 rebates since November 2012. Be SMART will continue to market and promote the rebate programs and finalize the financing and construction of our Be SMART multifamily and commercial loans. |

Because MD DHCD is a state recipient, statute requires that no less than 60% of the award be subgranted to EECBG formula-ineligible units of local government. At the end of the Q4 2010, MD DHCD provided two subgrants to units of local government to satisfy this requirement. At the end of February, DHCD soft-launched its "Be SMART" campaign and unveiled the program's new website. DHCD is now actively receiving applications for energy improvement loans and has reallocated funds for incentives to increase uptake. Two existing codes staff were retained (in part) using EECBG/BB funding. DHCD calculates job hours, per guidance from DOE, by tallying all direct hours worked during the quarter and then dividing the sum by 520, which represents the total number of full time equivalent jobs created/retained per quarter. (.79 jobs were created/retained during 3Q2010; 1.2 jobs were created/retained during 4Q2010; 2.3 jobs were created/retained in 1Q2011; 4.31 jobs were created/retained in 2Q2011; 3.49 jobs in 3Q2011, 25.31 jobs were created/retained in 4Q2011, 28.33 jobs were created/retained in 1Q2012, 61.81 jobs created/retained in 2Q2012, 61.24 jobs created/retained in 3Q2012, 56 jobs created/retained in 4Q 2012, and 106.5 jobs created/retained in 1Q 2013.) The jobs created/retained include jobs in administration (i.e. program administration, loan processors, underwriters, program coordinators, etc.) and construction related jobs (i.e. construction managers/inspectors, auditors, carpenters, construction contractors, labormen, etc.) |
