The City of Casper has been awarded a $130,000 Local Energy Assurance Plan (LEAP) grant to help us create an energy assurance plan. The plan, once in place, will help us to be prepared for a disruption of our normal sources of energy. When finished, the plan might call for establishing on-site electrical power generation or on-site energy storage at key facilities. Alternatively, the plan might call for reduced energy consumption at certain locations, switching to alternative transmission lines, or moving key functions from one building to another. The final deliverables of the plan will include a list of recommended capital projects that would make city government buildings more prepared to deal with a protracted power outage. We will also do a broad assessment of important non-city government buildings to see how well prepared they are for a protracted loss of power. The project will also include training for city staff on how to adjust procedures to cope with a loss of energy, and how to maintain and manage on-site generators.

This project is now complete, and the remaining unspent funds will be returned to the federal government.
