SUPERIOR COURT OF GUAM


The Guam Criminal Justice Information Sharing Improvement Project will assist Guam's National Criminal Information Center (NCIC) Unit in providing timely criminal justice information to various databases, including NCIC 2000, the Integrated Automated Fingerprint Identification System (IAFIS), the National Instant Background Check System (NICS), and eventually the National Law Enforcement Teletype System (NLETS). The project will improve information sharing by hiring additional data entry clerks and an administrative assistant for the NCIC Unit. Currently, the NCIC is understaffed and falling behind in its reporting requirements. A second goal is to allow Guam to participate in NLETS. NLETS compliance will be accomplished by upgrading the current criminal justice information system so that the judiciary's current and future data is compatible with NLETS. Third, NCIC requires additional software and equipment to improve its ability to process fingerprint data for submission to national databases. The results of this project will be 1) improved criminal justice information reporting, 2) unlimited access to NLETS data, 3) improved fingerprint processing, and 4) facilitation of interstate criminal information exchange, and 5) facilitation of local criminal information exchange among Guam's law enforcement agencies.

Quarterly Activities/Project Description A no cost grant extension was approved in order to procure approved computer hardware and other equipment. The new grant expiration date is March 31, 2012. As such, the project is in the final phases of activity. A total of 380 felonies and 618 misdemeanors were entered into the CJIS2000 system during the Oct - Dec 2011 reporting period. The number of dispositions submitted to FBI for the same period is currently not available. Most of the major milestones for this project have been met. Delivery of computer equipment is anticipated to occur today (December 30, 2011) or January 2012 at the latest. 1 Deputy Marshal, Peter Avilla, attended the National Crime Prevention and Privacy Compact Council Meeting on December 8-9, 2011 in Albuquerque, New Mexico. Purchases this quarter occured for the following items: (1) Supplies (disinfectant wipes); (2) Three Dell Projectors with carrying case and shipping and handling; (3) One Fellowes Shredder; (4) Five Switches; (5) Ground Transportation, airfare and per diem for Deputy Marshal Peter Avilla's travel.
