PUBLIC UTILITY DISTRICT 1 OF SNOHOMISH COUNTY
The Public Utility District No 1 of Snohomish County and the DOE are partnering through the Smart Grid Investment Grant program to update Snohomish County's electric grid to smart technologies. The SGIG assistance agreement has a contract period from April 22, 2010 through September 30, 2013 and outlines a total investment of $31,651,634 during the contract period of which $15,825,817 is to be paid by the District and $15,825,817 is to be paid with ARRA funds. The SGIG funding will be used for the building out of the following five foundational components of the District's Smart Grid. (1) Digital Communications - DC - Install an integrated, high capacity, secure, fiber optic communication network to connect distribution substations and other critical facilities. (2) Substation Automation - SA - Upgrade existing substations with digital meters, relays, and other control equipment, and establish the communication nodes to enable a fully functional SCADA system for both the substations and the circuits they supply. A Smart Grid Test Lab subproject is also incorportated into the Substation Automation project. (3) Distribution Automation - DA - Automate the distribution system by installing automatically and/or remotely operable devices and sensors on a portion of the electrical distribution system. Included is the design and installation of the Field Area Network (FAN) communication system. (4) Distibution Management System - DMS - Install software and hardware systems that will enable automated control of the electrical distribution system. (5) Cyber Security - CS - Develop a Cyber Security Plan and implement a Cyber Security Program that will secure cyber assets included in the Smart Grid Investment Grant.

Snohomish County PUD continued to make steady progress toward the completion of SGIG deliverables during Q4 2012. A mutual agreement was reached between the Snohomish County PUD and the Department of Energy to extend the grant period to 09.30.13 (Q3 2013). All program deliverables will be completed by the end of the grant period. All required reports were created and submitted on time during the Q4 2012 reporting period. The Distribution Management System continues to move forward toward its basic installation milestone to be reached in Q1 2013 with advanced functionality going live in Q3 2013. The Substation Automation project completed 12 substation upgrades/conversions in 2012 meeting the project deliverable of 42 automated substations. The Distribution Automation pilot has installed 9 of 9 reclosers, 5 of 6 end of line meters, 26 of 26 Reclosers, and 2 DA switches to date. All remaining DA equipment will be installed within the grant period. The Field Area Network team has selected Silver Spring Networks as the communication system for the DA Pilot Area, contract negotiations are currently underway. Construction of the Field Area Network will be completed in Q2 2013. All major equipment has been installed in the Smart Grid Test Lab and the lab is operational. The Cyber Security team completed all project related procedures and related documention. At the direction of our project's DOE Technical Project Officer this will be the final report submitted by Snohomish PUD via federalreporting.gov, as all reimbursement funds have been received. Project updates will continue to be submitted by Snohomish County PUD to the Department of Energy via SIPRIS as outlined in the assistance agreement. The DOE and their representatives will continue with project oversight. |

The final reimbursement covered work completed in Q3 2012 therefore no jobs for Q4 2012 were funded w/ ARRA funds. Final payment was received in Q4 2012. The Snohomish County PUD has committed to complete the remaining SGIG deliverables using internal funds and will continue to report project progress to the US Department of Energy until project is complete in Q3 2013. |
