SOUTHEAST ENERGY EFFICIENCY ALLIANCE


The Southeast Community Retrofit Ramp-Up Consortium is a partnership establishing and/or expanding building retrofit programs in 13 partner cities and towns across eight states and one territory. The Southeast Energy Efficiency Alliance (SEEA), acting on behalf of the consortium, will work to meet the goal of retrofitting approximately 10,000 commercial and residential facilities over 36 months. SEEA will share best practices and leverage a common approach to program structure, evaluation and data-sharing. By establishing this framework for municipal retrofit programs in hot, humid climates, this project will create models for replication across the southeast and beyond.

Quarterly Activities/Project Description The Southeast Consortium completed 604 single family residential jobs and 2 commercial in Q1 2013. This brings the total number of completed retrofits to 3,282 residential jobs and 19 commercial. In February 2013 SEEA hosted the final annual convening of cities and programs at the 2013 SEEA Summit to discuss topics and develop skills and resources relevant to grant completion and program sustainability. Centered around networking, idea sharing and skill building, the Summit touched on business models, fundraising, technical tools, marketing and outreach, and other key components of sustained success. Attendee feedback was overwhelmingly positive, reflecting the value add of a dedicated space for a deep-dive into continued programmatic success. Following the SEEA Summit more than 150 leaders from the Southeast's policy, utility, industry and advocacy fields gathered at the SEEA Energy and Community Forum for a conversation on leveraging energy efficiency programs to meet shared mission-driven objectives in areas of economic development community revitalization and more. The program included a best-in-class lineup of speakers, panelists and topics that told the story of the close ties between energy efficiency and regional betterment. In Q1 2013 SEEA applied and recived a no-cost extension to extend the grant performance period through September 2013. SEEA Program Managers have been working with their cities to outline closeout timelines and ensure the sub-grantees have the resources and information to be successful through the end of the grant period. Evaluation, measurement, and verification (EM&V) efforts for SEEA and the Southeast Consortium continued through Q1 2013. Utility bill data, energy model files and other program documentation are being used to help inform the impact evaluation that began in March 2013.

Description of Jobs Created Program dollars have helped to create or retain the following positions: Director Programs & Services, Program Managers, Data Analyst, Communications Associate, Finance Associate, Graduate Intern, and Consultants (for program design and technical assistance). These positions have largely addressed the following areas of responsibilities: 1) designing and establishing the organizational infrastructure necessary to administer the grant in 13 cities across 8 states; 2) design and implementation of local programs to spur energy efficiency retrofits in the residential, commercial and institutional sectors; 3) administrative support services; 4) technical assistance in a wide variety of topic areas including (but not limited to) financing, program design, incentive structures, marketing and communications, and workforce development.
