The RCAP network will provide technical assistance and system-specific training to ARRA water and waste disposal funding applicants and recipients. RCAP technical assistance providers work directly with community leaders, system owners and operators, and residents to solve problems. The specific assistance provided depends on the needs of individual systems and as agreed to by RCAP, the system, and state RD offices. A prime emphasis of this work will be to ensure that communities receiving Rural Development ARRA water and wastewater funding properly complete all recipient reporting requirements. Under the Technitrain ARRA project, RCAP will provide technical assistance and training to 420 RUS ARRA funding applicants and/or recipients, approximately 25 percent of whom wil be located in persistent poverty counties. These systems will be selected in consultation with state USDA Rural Development offices. RCAP will focus on assisting RUS borrowers to comply with ARRA provisions. RCAP will present 50 trainings to system boards of directors and personnel. In addition, RCAP will produce multiple publications pertaining to RUS borrowers and the successful management, operation, and maintenance of small, rural water and waste systems. These publications will be made available in multiple formats, including print, CD, and via the RCAP and regional partners' web sites. RCAP will provide services to rural communities in accordance with the stated goals of the Technical Assistance and Training Grant Program: 1) Identify and evaluate solutions to water and waste disposal problems in rural areas; 2) Assist applicants in preparing applications for water and waste grants and loans made at the state offices; and 3) Improve management, operation, and maintenance of existing water and waste disposal facilities in rural areas. RCAP's work is closely aligned with RUS long- and short-term performance measures, particularly those of reducing rural people's exposure to water-related health and safety hazards and ensuring the sustainability of water and wastewater systems in rural communities. RCAP will work with RD to accomplish these objectives, and will continue to refine measures to track and report progress. As a result of the Technitrain ARRA project, the systems assisted will have greater technical, managerial, and financial capacity, leading to improved operation and maintenance of the systems.

Professional staff began the process of readying project communities to prepare recipient reports independently to ensure a smooth transition when our technical assistance funds expire. Staff presented seminars and trainings devoted to ARRA reporting requirements. They worked with project communities to develop plans for the transition. Additional activities included assistance with ARRA recipient reporting, funding applications, determination of median household income for determining eligibility, conducting rate studies, assisting with community budgeting, developing asset management procedures, and meeting requirements contained in the letters of condition from RD. One of the major focuses of our work has been assisting communities with ARRA reporting to help raise the compliance rate to 100 percent. Finally, we are also producing many publications, eight of which--an ARRA reporting guide for small systems, and introduction to water systems for non-technical people (such as boards or county councils), an introduction to wastewater systems for non-technical people, and an RUS Borrowers' Guide--have already been published. The other three are in the writing/editing stage. We have also developed digital media tools to accompany the publications, including interactive web videos and animations, along with CD- and DVD-based versions of our publications. |
