Virginia Department of Environmental Quality was awarded a State Clean Diesel Grant to fund the following five diesel emission reduction projects. (1) Diesel retrofit/replacement for up to 155 drayage trucks; (2) State-wide biodiesel buy-down program; (3) Replacement of five Gloucester County school buses with propane fuel buses; (4) York County engine (backhoe) replacement; and (5) Installation of idle reduction technologies on approximately 10 school buses. The general purpose of the grant is to reduce diesel emissions and improve air quality.

Quarterly Activities/Project Description During this quarter, the following activities occurred: (1) Diesel retrofit/replacement for up to 155 drayage trucks project: 22 drayage trucks were retrofitted with DOCs and closed crankcase ventilation, and 15 drayage trucks were replaced with model year 2007 or newer trucks. (2) State-wide biodiesel buy-down program: Virginia Port Authority (VPA) was reimbursed for the cost differential for 51,425 gallons of B5; James Madison University was reimbursed for the cost differential for 6,949 gallons of B5 and 18,147 gallons of B20. (3) Gloucester County Propane Bus Replacement: Project complete. (4) York County engine (backhoe) replacement project: Project complete. (5) Installation of idle reduction technologies on approximately 10 school buses project: Project complete.

Description of Jobs Created ARRA funds allowed the sub recipient (MARAMA) to create one permanent part-time position to assist with project management and reporting. ARRA funds also allowed for the following positions to be partially funded by the Recovery Act: (1) four MARAMA full-time positions (one added in January 2011) and one part-time position to assist with administrative work and project management, (2) two Virginia Clean Cities vendor positions to assist with project management, (3) one vendor position for the installation of technology used in the grant, (4) one vendor position for general consulting services to include review and advice on wording of agreements and contracts and supporting documents, and (5) one DEQ project manager position. Jobs related to the manufacturing of technology used in the grant are not included in the estimate.
