THE COEUR D'ALENE TRIBE


The purpose of this grant is to deploy a fiber to the home broadband system on the Coeur d’Alene Indian Reservation in North Idaho and provide jobs both during construction and upon project completion. The activities that will be performed under this project include: - Fiber Optics Engineering and Construction: Our project includes approximately 275 route miles of fiber-optic cabling to 3,496 homes, twenty-one community anchor institutions, public safety entities, and critical community organizations. We will need fiber engineering services to design the network to be built, assist with project management, right of ways and permitting, staking the fiber routes, fiber construction bidding, inspection of fiber network as it's being constructed, testing of the fiber optic network, and providing as-builts of final fiber network. We are anticipating at least two construction companies will be selected to build our network, providing approximately 20 construction related jobs during this project. - Technology Center Expansion: Our plans include an 8,000 sq ft. addition to our existing 7,544 sq. ft Technology Center. This will allow us to equip and expand our Network Operations Center (NOC) to meet our new needs of providing services to over 2,500 potential new customers. The additional building space will also accomodate new positions. We are anticipating at least 10 jobs will develop in the ISP business. - Prepare for New Triple Play Service Offerings (Voice, Video, and Data): We will need to negotiate a video agreement with a video content provider, as well as purchase the additional equipment, software, and firmware to support the additonal services. This includes purchasing additional switching and routing equipment, voice and video headend equipment, and voice and video software and firmware to offer triple play services to our customers.

Quarterly Activities/Project Description >>>Fiber Optics Engineering and Construction: Engineering is complete for Phases I, II, and III. On March 21st, 2013 we received approval of our construction contract from RUS DC to proceed with Phase I of our project. Our anticipated start date is mid-April. We have put out to bid Phase II of our project. The bid opening will be on April 26, 2013. We have secured Joint Use Agreements with the power companies on the reservation. We received nearly 100% of our fiber in the end of the April, 2012. However, upon final engineering and calculations done for coil footages in pedestals it was determined that we will need to place another order for fiber. We have placed our order for conduit and our project has received nine truck loads for Phase I. The truck loads have been delivered to our staging area we will continue receiving shipments this coming Spring to have our conduit ready for the outside plant contractor for Phases II and III. >>>Technology Center Expansion: We selected our Architectural Firm. We have finalized the floor plans for our building expansion. We received title clearance from RUS DC and put out for bid with our bid opening on February 27, 2013 we received two bids and called Steven Levine from the DC office to get direction if we should return the bids or open them. Steve gave us the approval to open bids. Bids were opened and we will be awarding the contract by the second week in April, 2013. Pending RUS DC approval and weather permitting, we plan on starting building construction within the month. >>>Prepare for New Triple Play Service Offerings (Voice, Video, and Data): Contacted and met with video content providers, video equipment providers, and video middleware providers. Worked on video services business model. We have selected the provider and are currently working on completing the contract for approval by RUS. We have also met with several companies for billing software demonstrations.
