| Quarterly Activities/Project Description |
Construction was completed in the second quarter of 2012. The activity during this quarter is limited to final payment to the contractor. No construction activity during this quarter. This Community Facility Loan has been used for the purpose of construction of a new fire station to house the District's fire trucks and other fire fighting equipment, replacing a circa 1935 fire station which was not owned but leased by the Fire District. The old leased station was too small to house the District's fire trucks and equipment and which cannot be renovated or rebuilt due to site restrictions. The new station is almost 10,000 sq. ft. and has 5 bays to house firetrucks. The new station also provides the volunteer fire department with office space, training facilities and a fitness room. The Charlestown Fire District is an all-volunteer member fire service and volunteers undergo regular and rigorous training in fire suppression at the station. The fitness room provides the volunteers with the ability to maintain the physical fitness required to perform the duties of firefighting. The new fire station is in full use. |

| Infrastructure Purpose and Rationale |
1. To invest in infrastructure that will provide for long-term economic benefits by providing a fire station able to house and protect the existing and future fire fighting equipment in a growing community that is required to provide for the public?s safety.
2. To stabilize the local governmental budget, in order to minimize and avoid reductions in essential public safety services and counterproductive local tax increases. Investment in infrastructure and carrying the cost over a long term loan results in the taxing authority avoiding imposing the large tax increases that would be necessary to fund the construction of a fire station from taxes out of a single yearly budget.
