San Carlos Apache Telecommunications, Inc. (SCATUI) is proposing to provide high speed broadband technology to unserved and without high speed broadband access areas on the San Carlos Apache Reservation in Arizona. In the Bylas Proposed Funded Service Area (PFSA), residents are being required to relocate their homes to a different area due to uncontrollable circumstances. The vicinity of their current home locations in relation to the railroad track and a flood zone are both contributing to the required relocation of these homes. This grant is crucial in providing these customers with broadband internet and phone service which SCATUI would not be able to provide otherwise. Due to the fact that SCATUI is the only fixed terrestrial telecommunication utility company on the reservation, no other company will be able to provide these residents with the desperately needed telecommunication services. This presents a great challenge for both the residents and SCATUI. Within the San Carlos service area, SCATUI is planning to provide Fiber To The Premise (FTTP) services to five new communities, a new Junior High School, an existing High School, a hospital, and multiple doctor facilities that are also currently unserved. These areas are very similar in terms of telecommunication needs as the Bylas residents. SCATUI will have great difficulty in providing this necessary utility service to these areas without the aid of this broadband initiative program. Also, as a part of this PFSA, SCATUI is proposing to build five new tower sites to provide broadband internet service to very remote areas of the reservation using microwave radio technology.

Quarterly Activities/Project Description San Carlos Apache Telecommunications Utility, Inc. has negotiated several construction contracts and the contractors are actively working on the projects in the 1st quarter 2013. 2.55 miles of construction relative to the fiber outside plant has been completed. We have requested for an ARRA budget reallocation, which will affect some of the construction in future months. Contracts are currently in negotiation for additional construction.

Infrastructure Purpose and Rationale This project will fill the need for present and future bandwidth requirements by constructing fiber to the premise, adding new equipment to expand broadband offerings, and building new tower locations to provide fixed wireless broadband service to rural subscribers. This project will extend full fiber capabilities to new establishments that are currently unserved and give them the increased bandwidth comparable with any urban establishment. The new equipment will expand SCATUI’s capability to provide broadband service within their service area. Finally, wireless radio towers will enable SCATUI to offer isolated regions of the reservation high speed broadband service for residents and emergency response personnel.
