REGIONAL TRANSPORTATION COMMISSION OF SOUTHERN NEVADA, THE
Recovery Act funds will be used to invest in public transportation through the development of the Sahara Avenue Bus Rapid Transit (BRT) system. This project consists of preliminary engineering, final design, and construction of a new BRT system along a 12-mile segment of Sahara Avenue from Hualapai Way to Boulder Highway. The design portion of the project is being funded by local funds, while the construction portion has been funded by the Transportation Investment Generating Economic Recovery (TIGER) program of the American Recovery and Reinvestment Act (ARRA).
Sahara Avenue is a radial corridor located near the center of the developed metropolitan area of the Las Vegas Valley. The 150-foot wide right-of-way is a major arterial that provides access to some of the heaviest employment centers in metropolitan Las Vegas, along with extensive areas of existing and planned commercial and residential development. The project will be constructed to permit outside-running buses to travel in new, dedicated bus-only lanes through highly congested areas and to travel in mixed-flow through the Las Vegas Resort Corridor.
The implementation of this project will complement RTC efforts to develop a regional BRT network by connecting directly to two other BRT routes, the Las Vegas Monorail, and the Deuce premium double-deck bus service on the Las Vegas Strip. Increases in operational efficiencies will also allow the RTC to implement branch extensions of the Sahara route to outlying areas with minimal net increase in operating cost and with large potential for gains in ridership.
Construction will utilize the Construction Manager at Risk delivery method. Specific activities will include restriping of Sahara Avenue as necessary to provide dedicated bus lanes; milling and overlaying of restriped areas; modification of traffic signals for transit signal priority; construction of elevated platforms; fabrication and installation of passenger shelters and ticket vending machines; installation of Freeway and Arterial System of Transportation (FAST) traffic communication facilities and appurtenances; construction of concrete aprons; installation of a new signalized pedestrian crossing; construction of off-set sidewalks with landscape buffer at locations selected by the City of Las Vegas and Clark County; upgrading of substandard pedestrian ramps at bus stop intersections and connecting sidewalks as necessary to comply with Americans with Disabilities Act requirements; and utility relocations.

| Infrastructure Purpose and Rationale |
The Sahara BRT project is contributing to the goals of the Recovery Act through investment in transportation and other supporting infrastructure that will provide long-term economic benefits to the Las Vegas region. Additionally, this project will assist those most impacted by the recession both by providing a convenient, safe, and efficient transportation option for commuters, and by producing jobs in the construction industry, a sector greatly impacted in Southern Nevada by the recent
economic downturn.
