GOVERNMENT OF THE VIRGIN ISLANDS
The State Advisory Council Award will enable the Committee on Early Childhood Education and Care of the Governor's Children and Families Council of the U.S. Virgin Islands to develop a high-quality, coordinated, sustainable system of supports and services for the young children and their families in the territory so all children begin school safe, healthy and ready to succeed. Funding will support the following: (1) completion of the Virgin Islands SAC Strategic Plan; (2) increase the capacity of partnerships to coordinate, improve, and expand delivery of services and programs within the system; (3) increase access to and participation in of underserved populations in high-quality early childhood educational and nurturing environments; (4) conduct periodic needs assessments on the quality and availability of early childhood programs; (5) develop recommendations regarding the establishment of a unified data collection system to track outcomes and indicators and inform the early childhood system; (6) design and advance a professional development system; (7) design and advance an early childhood professional development system tied to the Virgin Islands Early Learning Guidelines, licensing, Quality Improvement Rating Standards, credentialing and compensation and ; (8) conduct a public awareness campaign that informs the community on services and supports available to children, their families, and service providers and informs on the importance of high quality early chidhood experiences to optimal growth and development and long term success.

| Quarterly Activities/Project Description |
1. The Quality Education workgroup is composing recommendations for the establishment of public pre-kindergarten in the VI. Department of Education, revising the final draft of the Infant Toddler Developmental Guidelines for submission to the printer, meeting on the QRIS standards revision.
2. The Professional Development Workgroup hosted the NAEYC consultants for a three day meeting with the PD Leadership Team and stakeholders and produced a career lattice and core competencies for the Virgin Islands Early Childhood Professional Development System. Data from the Workforce Study and Assessment of the University of the Virgin Islands is being compiled. A vocabulary development project of placing conversation starter placards on grocery carts is in development.
3. Members of the SAC are providing input on the Early Childhood Education Project for the Longitudinal Data Systems Grant to include selecting policy questions and data elements. They are involved in the planning of the Yearly Best Beginnings professional development conference for EC workers and parents for May 20th through 24th
4. The Physical Health and Wellness Workgroup is planning Children Health Fairs for April 19th and May 3. Over 600 in the territory have enrolled in Text4Baby.
5. Two Business Leaders Summits are planned for May 13th and 14th with three national presenters presenting on Brain Development and the Return on Investment in ECE.
6. The Strengthening Families Workgroup held Perinatal Depression Prevention Training with overwhelming participation by 90 + professionals. It continues as a CQI and advisory team to the Maternal Infant Early Childhood Home Visiting program.
7. Two new television ads have been produced on effective parenting practices, print and radio ads continue.
8. The SAC is planning for sustainability of the SAC including developing legislation to establish permanency.

The jobs created are two part time positions at about 520 ARRA hours worked in the quarter. In addition to the position of Coordinator, responsible for coordination the activities of the project a part time Administrative Assistant has been hired. The Coordinator provided leadership regarding interagency collaborations; facilitated workgroups; and created documents and reports as required and necessary. The Administrative Assistant arranged meetings, prepared materials and meeting packets, made travel arrangements,kept records of proceedings, and prepared reports for dissemination. The impact of using Recovery Act funding is as follows: Providing employment for two individuals without using limited local government funding sources. |
