Research funded by the Recovery Act within the Airspace Systems Program will directly address the Air Traffic Management (ATM) research needs of the Next Generation Air Transportation Systems (NextGen) initiative as defined by the Joint Planning and Development Office (JPDO). The goal of the NextGen Airspace Project is to develop and explore fundamental concepts and integrated solutions that address ground and air automation technologies necessary for NextGen.
In support of these efforts, the contractor develops and evaluates safety models and analysis methods that enables quantified assessments of safety issues and risks for novel NextGen concepts and technologies. Specific outcomes of the effort are: safety models, safety-capacity analysis method, and safety analysis results.
This will involve modeling the complex interactions in the NextGen system and operations and developing rigorous techniques to evaluate safety and risk factors in future airspace operations under both nominal and off-nominal conditions. The contractor identifies and documents areas where it is critical to add safety layers/nets to increase redundancy and safety of the entire system. In addition, the contractor develops methods and models to assess the tradeoff between safety and capacity and identify phase transitions from safe capacity to "nearly full airspace" to "full airspace" and document these developments.
