UNIVERSITY OF PUERTO RICO-MEDICAL SCIENCES CAMPUS
This proposal is congruent with activities present in the Strategic Plan for Oral Health of the Elderly, the result of a one-year planning grant in 2008, through the HRSA Grants to States to Support Oral Health Workforce Activities program that allowed us to convene a Strategic Planning Committee with stakeholders of the oral health community and representatives of the elderly population to develop a statewide strategic plan addressing goals in line with those of the Bureau of Health Professions. Equipment to be purchased for training activities expected to start on February, 2011 include dental chairs, radiology and sterilizing equipment. A total of 49 dental residents and 40 senior dental students in addition to dental hygiene students will be trained using the equipment during the project period.
Key activities in the plan are: a) the establishment of a new, state of the art multidisciplinary community-based dental clinic to train dental residents, b) a dental facility in a retirement community for the training of senior students, residents and hygienists and c) the provision of comprehensive culturally competent oral health services.

After the approval of a recent Change of Scope Request submitted to HRSA, that allowed the purchase of dental chairs to the Hospital of the University of Puerto Rico, the university started a formal auction process, following the institutional regulations for "Purchases over $50,000.00". Announcements were published in two local newspapers, giving a deadline to all interested vendors to submit their final proposals by August 5th, 2011. This deadline was delayed by the University?s Purchasing Department to August 17, 2011 due to a request by the vendors to clarify information regarding the specifications of the dental chairs. On August 17, 2011 all proposals were received and a committee made up by Dr. Ramon Gonzalez, Project Director, Mr. Josue Velez, Accountant and Javier Seda, dental technician at the Schol of Dental Medicine, began an evaluation process. On August 22nd, 2011 Hurricane Irene hit Puerto Rico resulting in the loss of electricity for most of the Island. As a result of this, the University of Puerto Rico and local businesses closed for three days and the auction process was delayed again to allow the vendors to react to the proposals submitted by other sellers. For this reason, an Prior Approval-Extension without Funds until Januaryr 31, 2012 has been granted by HRSA. All equipment was purchased. Remaining award balance will not be used because this grant is for equipment purchase and no equipment was identified in the Budget submitted to HRSA for the non-used award money. In addition this grant proposal had a Change in Scope and a Re-Budgeting approved by HRSA, allowing us to acquire additional equipment not initially proposed to HRSA. |
