SAIC will develop household and energy supplier control and frame files. 1) Implement quality control measures prior to, during and after data collection to update the information. 2) Track all changes to the initial Household-level control file using data flags and periodic change reports. 3) Develop and maintain a supplier-level frame file to track cooperation by individual suppliers. 4) Deliver preliminary household control and supplier fram files at the onset of data collection and final files at the conclusion of the contract. 5) Review the four 2009 RECS energy supplier instruments. 6) Work in collaboration with the Program Office to draft and finalize all letters and related material sent to supplier respondents. 7) Where appropriate, develop training procedures for staff involved with supplier communication, data collection, and post-collection processes.
