The purpose of this project is to collect Tier II and Tier II data that area necessary to document the physical, chemical, and ecotoxicological characteristics of the sediments to facilitate selection of appropriate placement alternatives for maintenance dredged material from the Norfolk Harbor- Southern Branch Federal Navigation Channel in Norfolk, Virginia. The project includes the collection of sediment cores and water samples; analytical testing of sediment, water and elutriates; ecotoxicological testing (water column and whole sediment bioassays); and evaluation of test results in relation to criteria for: 1) placement at Craney Island Rehandling Basin; 2) placement directly into upland containment cells at Craney Island Dredged Material Management Area (CIDMMA); 3) ocean placement at the Norfolk Ocean Disposal Site (NODS); and/or 4) other alternative upland placement options such landfill or soil treatment facilities. Data collected will be used to determine if the dredged material complies with Federal requirements under Section 404 of the Clean Water Act (CWA) and if the dredged material complies with the Limiting Permissible Concentration (LPC) under the Marine Protection Research and Sanctuaries Act (MPRSA) Section 103 for water quality criteria, water column toxicity, and benthic toxicity. The results of this program will allow for continued maintenance dredging of the channels to the authorized depth required to for safe passage of cargo, passenger, naval vessels into the Elizabeth River and the Norfolk/Portsmouth/Hampton Roads region. In addition, the results of the evaluation will facilitate appropriate placement options and maximization of capacity of existing dredged material placement sites in the Norfolk region.
