Contracts - AWARD SUMMARY
BOOZ ALLEN HAMILTON INC.
BAH will provide technical assistance to the Beacon Community Cooperative Agreement awardees and ONC as together they lead the development of a regional healthcare strategy for Health Information Technology (HIT) –enabled cost and quality performance improvement. Providing awardees with effective technical assistance for planning and implementing these strategies is vital to the success of the nationwide HIT agenda. Massachusetts eHealth Collaborative (subcontractor) will provide the technical assistance on Joint requirements development, Joint governance and project management structure design, Vendor engagement strategy, Presentations to EHR vendors (optional) and Scoping of EHR interfacing project (optional). The Institute of Healthcare Improvement (IHI) (subcontractor) leads the tasks associated with the Leadership and Stewardship Domain and the Clinical Transformation Domain. In addition, IHI provides access to IHI subject matters experts and reaches to its extended network of leading, nationally recognized healthcare experts as needed. High Pine Associates (subcontractor) will provide Technical architecture and strategy review and recommendations for several Beacon communities relating to Health Information Technology (HIT) and Meaningful Use (MU) and several specific request for technical architecture and strategy review at a more detailed level. The Brookings Institution (subcontractor) services will be focused on providing technical assistance to Beacon Communities, planning/coordinating events, and developing best practice case studies/Communities of Practice in the Sustainability and Data & Performance Measurement domains. GYMR (subcontractor) provide consultative services to Beacon Community representatives in support of technical assistance needs which have been identified and approved by the Beacon Community Technical Assistance Team. The AcademyHealth (subcontractor) provide consultative support provided for approved TA requests. Children Hospital Medical Ctr. (subcontractor) technical suppot for the Beacon Communtiy awardees. Brandeis Univerity (subcontractor) will provide support on clear denominators for all measures and coding episodes of care.

ONC Beacon Community - Technical Assistance Program (Prime): Continued to manage staffing, budget, subcontractors, and resources to support effective delivery of services. Documented Beacon Sustainability Strategies to ensure ONC understands and can clearly articulate value generated by the Beacon Communities in the areas of care coordination, encouragement and adoption of meaningful use, health information exchanges to reduce inappropriate medical utilization. Reviewed annual reports for compliance and bright spots for dissemination
GYMR(Sub): Bangor Publication Support. Research and compile list of outlets fitting outreach needs. Internally review and edit outlet list. Communications Technical Assistance. Reviewed materials and participated in brainstorming session. Participated in monthly Beacon information dissemination and affinity calls. Compiled monthly progress reports
AcademyHealth(Sub): INTERNAL general planning meetings / emails. Participation in EXTERNAL weekly and other miscellaneous project calls / email exchanges (i.e., those with ONC and/or BAH). Revisions to EHR Issue Brief. Leadership and Governance Issue Brief
IHI (Sub): Role includes the following scope and activities. A market-level analysis of local health systems, commercial health plans, large employers, and state government’s Medicaid design, analysis of perceived risks and barriers for the success achievement of Beacon Community’s program goals.
Brookings (Sub):
Brandeis (Sub): Producing a series of reports profiling the 17 Beacon communities on a comprehensive measure set that includes the quality of ambulatory care, readmissions and costs. We completed a test run on attribution using one Beacon and presented the results to the Beacon communities. The Brandeis team has worked closely with BAH on reviewing provider identifiers from the Beacons and using this information to build a uniform provider ID data set.

The Recovery Act funded work on the project described in this report has had a positive impact on Booz Allen Hamilton (as well as it's subcontractors and suppliers). Using the formulas specified by the Government, Recovery Act funding for this project resulted in the creation or retention of 11.07 FTEs at Booz Allen for the Recovery Act funded period of performance covered by this report. Each of these jobs involves the performance of technical, IT, program management, consulting, and/or similar professional services for the project as well as a portion of our administrative staff. All jobs covered by this report are located in the United States. In accordance with applicable regulations, our employment impact assessment only includes jobs created or retained by Booz Allen itself. Specifically, it does include the employment impact of Recovery Act funding on our subcontractors and suppliers including small and socio-economic classifications of businesses that provide goods and services to Booz Allen under its outreach programs. |
