CALIFORNIA EMERGING TECHNOLOGY FUND
California faces a substantial challenge in preparing a workforce for jobs that require, at minimum, basic computer and Internet skills. Access to Careers and Technology(ACT) will establish sustainable broadband ecosystems in six low-income areas so youth, adults and small businesses can obtain basic to advanced training, learn how to get connected to broadband and where to go for technical assistance in a way that supports local social enterprises. By implementing the ACT program, 11 partners statewide will produce the following outcomes:
1. 2,647 low-income Californians will obtain full-time living-wage jobs requiring ICT skills and jobs with career paths.
2. 36,970 low-income youth and adults will gain Digital Literacy skills vital to academic and professional success.
3. 15,035 small business owners and employees gain digital literacy training.
4. 9,237 additional low-income households will subscribe to broadband services.
5. Over 2 million low-income residents will increase basic awareness of broadband technology with strong and targeted media messages.

The ACME Network (ACME), California Resources and Training (CARAT), Chrysalis (CHR), EmpowerNet California (EPN)Goodwill (GDW), Mission Economic Development Agency (MEDA), Oakland Citizens Committee for Urban Renewal (OCCUR), Southeast Community Development Corporations (SCDC) San Diego Futures Foundation (SDFF), The Stride Center (Stride), World Institute on Disability (WID), and Youth Radio (YR).

| Quarterly Activities/Project Description |
The Access to Careers in Technology (ACT) program trained 1,211 individuals completed courses ranging from basic digital literacy, office applications, multi-media and Information and Communications Technology (ICT) certification. Of these, 69 participants were placed in jobs utilizing their ICT skills while 28 participants earned ICT certification. Additionally 604 small business owners and entrepreneurs were trained on digital literacy and broadband applications for business. ACT program partners assisted 411individuals in subscribing to broadband at home.
Subrecipients of the Broadband Technology Opportunities Program (BTOP) Grant for ACT are winding down grant activities in preparation to complete programs by the end of quarter 3, 2013. In March ACT program partners attended the California Emerging Technology Fund (CETF) Policy Roundtable and annual Grantee Workshop held in Sacramento, California. During these events, BTOP subrecipients and other broadband stakeholders in California discussed local and federal policy solutions to broadband deployment and adoption. In addition to educating local legislators about the BTOP programs, ACT subrecipients discussed regional collaboration and effective practices in achieving sustainable broadband adoptions at home.
