AXIOM TECHNOLOGIES, LLC
Washington County is a major hub for blueberry agriculture and commercial fishing in Maine, but is also the state's poorest county. Axiom Technologies proposes a sustainable broadband adoption project that intends to provide broadband education, awareness, training, access, equipment and support to community-serving institutions and economically vulnerable populations in the county. In addition, to address a healthcare worker shortage in the area, the project proposes to expand distance learning for healthcare professionals in partnership with the Central Maine Medical Center College of Nursing and Health Professions, with the goal of expanding the pool of local residents with associates degrees in nursing. The project also intends to equip ten local farmers and ten local fishermen with wireless equipment and a rugged laptop as a pilot project to help local industries utilize broadband technology in the field and for small business and economic development purposes.
The Washington County Education and Employment project also proposes to:
§ Provide teacher-led training for approximately 100 residents with 8,200 hours of training over the two-year life of the project.
§ Serve as a prototype for similar projects in the state, compiling best practices and measuring changes in subscribership and job creation for use in future broadband deployment plans across the agriculture and fishing industries.
§ Deploy an awareness campaign about the services being offered in the program through newspaper and radio advertising and cooperative marketing with local trade organizations, Chambers of Commerce, and economic development groups.

Axiom's Project Director continues to promote broadband throughout the State assisting many regions in broadband expansion, infrastructure and adoption. The data entry software, MAPOnline was introduced at the Fishermen's Forum, an annual event that attracts approximately 2000 fishermen, and was well received. We have continued to work with our farmers and fishermen to enter the previous season's data. The software can record data on pesticide use, harvesting of lobster, halibut, scallop and mussels. The software also records weather conditions, fuel and bait quantity and price and it has been designed to add other fish species and agriculture products. Axiom, in collaboration with Sunrise County Economic Council was awarded $300,000.00 from the John T. Gorman Foundation to continue free digital literacy classes in Washington County in 2013 and 2014. The new program started mid-January and 170 new students signed up for digital literacy classes. Classes are held at Axiom's office and throughout Washington County at various locations and times, continuing the best practices learned with the BTOP grant.
CoNHP Activities: Five freshmen and five senior nursing students returned this semester. Classroom and clinical experience has continued at Downeast Community Hospital. Freshmen students traveled to the Central Maine Medical Center for a pediatric day of learning activities. The senior students were assigned preceptors at Downeast Community Hospital and/or Calais Regional Hospital for clinical experiences to account for half of their credit hour requirements. Additional rotation through Sunrise Nursing Facility was arranged to provide students and opportunity to learn the charge nurse role caring for residents in a skilled nursing facility. The remaining clinical hours are being provided at Central Maine Medical Center in a variety of settings: maternity, telemetry and medical-surgical. The Nursing Program logged in 5968.5 learning hours this quarter.

The Project created a total of 4.21 FTE (Full-Time Equivalent) jobs for the quarter ended 3/31/2013. The
employee positions, job descriptions paid with BTOP funding working on the Washington County education and Employment through Sustainable Broadband Adoption Project include for Axiom:
1) Project Director - Oversees the Broadband Technology and Opportunities Program (BTOP) grant project;
2) Project Manager - Oversees the farming and fishing component of the grant;
3) Senior Network Engineer - Engineers and designs the broadband wireless connectivity for the farmers,
fishermen and the hospital; researches the laptops, server, and software; trains farmers and fishermen and works with consultants on the creation of data bases and tools for reporting;
4) Network Engineer - Oversees the functioning of the wireless network and training technical support personnel, also provides technical support to the farmers, fishermen and nursing program;
5) Sr. Field Technician - Installs subscriber units to the homes and businesses of the fishermen, farmers and hospital and provides on-site technical support as needed;
6) Access Point Engineer - Monitors and provides technical support to the wireless infrastructure that is supporting the connectivity to the farmers, fishermen and hospital;
7) Tech Support Specialists - Provide technical and program support;
8) Billing Specialist - Creates the monthly invoices for broadband, allocating Broadband Technology and Opportunities Program (BTOP) funds vs. Axiom match. Enters invoices for the Broadband Technology
and Opportunities Program (BTOP) program as they are received;
8) Purchasing Agent - Researches and confirms best pricing for equipment and software, and track orders.
The Employee Descriptions and FTE numbers for the College of Nursing and Health Professions (the sub-recipient) include:
1) Project Director - Responsible for subrecipient oversight of all grant responsibilities;
2) Project Manager - Oversees the Nursing Distance Learning Education component of the grant;
3) Financial Aid Advisor - Assists nursing students with financial aid needs;
4) Two Course Coordinators - Freshman/Bridge and Senior Coordinates nursing and pre-requisite courses;
5) Faculty Instructor - For the Distance Learning Education Nursing course; and
6) Clerical - Provides basic clerical support to the College of Nursing and Health Professions for the Project.
Axiom had 3.27 FTE employees that were paid with BTOP funding and their subrecipient had 0.94 FTE for the quarter.
