L-3 COMMUNICATIONS CORPORATION


NASA’s Mobile Operations Facility (MOF) will permit NASA Global Hawk (GH) flight operations to begin and end at deployment locations. Three examples of potential deployment locations and the scientific data gathering capabilities these locations will enable or enhance include: 1. A U.S. East Coast location (such as NASA Wallops) that will enable flights over Europe and the eastern Atlantic Ocean, and enhance coverage over Greenland, the Gulf of Mexico and the western Atlantic Ocean. 2. An Alaskan deployment location that will provide improved Arctic and northern Pacific coverage. 3. A Southern Hemisphere deployment location that will enable flights over the Antarctic region, surrounding oceans, and other landmasses in the Southern Hemisphere. The NASA Airborne Science Program requires a MOF that will support Global Hawk flight operations at deployment locations. The MOF will combine all the command, control, and communications functions of the NASA Global Hawk Operations Center (NASA GHOC) and the communications functions of the two additional communications facilities located at Edwards Air Force Base (EAFB), which are the Remote Antenna Group (RAG) and the Local Antenna Group (LAG). L-3 CS-W’s communications portion of the NASA GHOC, and the provider of the two remote communications facilities, are required to fly the NASA GH aircraft. The NASA MOF program offers L-3 CS-W with a new opportunity to provide NASA with their 1st fielded, mobile operations facility for the NASA GH platforms. This mobile trailer will act as the command and control (C2) center for the NASA GH all over the globe. This will be achieved by working with our major subcontract vendor (L-3 ESSCO) in their design/fabrication of the 45’ trailer which will house all the communications equipment and operators to meet each missions’ needs. Our Cost Plus contract will be in direct line to NASA Dryden Flight Research Center out of Edwards, CA, and was exercised on July 1st, 2010. NASA will be utilizing their MOF trailer to support their upcoming Scientific Directorate missions to study environmental, meteorological, and scientific data points throughout the world. L-3 CS-W will deliver to NASA their MOF trailer within 14 months of the contract award. Before final delivery of the MOF trailer and all internal communications systems there will be 3 flight tests performed on-site at L-3 CS-W with the operators controlling the entire flight from the MOF trailer and the NASA GH which will be taking off and landing out of EAFB.

Quarterly Activities/Project Description Initial program performance/startup activities for this last quarterly period. The contract was awarded on July 1st, and as such there has only been the initial procurement of raw materials/hardware which will comprise parts of the end product. henceforth, there has been no deliverables in the 3rd quarter. the final configured communications hardware and MOF trailer will be completed, integrated, tested, delivered in the 3rd quarter of 2011.

Also kicked off the initial procurement of hardware (long-lead materials) which will be used to build the ground communications system that will go into the Mobile Operations Facility trailer. there is minimal non-recurring engineering efforts for the design of this system as the majority of the equipment is all based upon a previous design. Completed the build and delivery of the completed NASA MOF Trailer at end of August, a week early. continued with on-site testing at NASA Dryden to make sure the team could operate all the equipment inside. Closed-out last open jobs and shipped spares items as well to NASA.
