The Partnership in Applied Comparative Effectiveness Science (PACES) is an initiative that seeks to advance the science for comparative effectiveness research by leveraging available clinical trial data held by the Food and Drug Administration (FDA). The PACES initiative is a collaboration between the FDA and Johns Hopkins University. Johns Hopkins investigators will work with the FDA?s scientific and statistical experts to define questions, identify datasets, and select the optimal approaches for analyses using the FDA data and other large external datasets to answer questions about effectiveness. Additionally, Johns Hopkins will participate in at least three FDA-hosted scientific workshops that address issues related to the methods for comparative analyses, best practices in comparative effectiveness research, and novel approaches to understand the effectiveness and safety of medications, devices, and biological products. Johns Hopkins will provide scientific training to benefit future FDA-comparative effectiveness efforts and enhance the expertise of their scientists in using trial data. This collaboration will result in the generation of reports to convey scientific approaches used for comparative effectiveness studies and the publication of manuscripts with FDA and Hopkins authorship. Additionally, the Johns Hopkins investigators aim to produce tools, such as programming code, that may be used by the FDA for evaluation of other product submissions. Johns Hopkins has three subcontractors on this project: the Lewin Group, the Center for Medical Technology Policy, and Buccaneer Computer Systems and Services, Inc. Each of the subcontractors brings unique skills and resources to the PACES initiative.

The proposal for PACES to include a fifth project on methods to incorporate patient preference into risk-benefit decisions at CDRH has been denied. However, the existing partnership continues to be active and fruitful. There are at least 6 collaborative PACES meetings a month: 1) PI and lead investigators? meeting (JHU, GDIT) 2) PACES managers meeting (JHU, FDA, GDIT, CMTP) 3) PACES statisticians? meeting (JHU, FDA, GDIT) 4) HIV data/ adaptive design working group (JHU, FDA, GDIT) 5)osteoporosis data/ heterogeneity of treatment effect working group (JHU, FDA, GDIT) 6) cardiac resynchronization therapy/ Bayesian methods working group (JHU, FDA, GDIT). The decision analysis/ analytical hierarchy process team (JHU) meets weekly. CMTP is also meeting with each of the lead investigators at JHU to put together a report on how the methods developed in PACES contribute to the field of comparative effectiveness research. Progress continues to be made in preparing the data and developing software packages for use by the FDA staff. Some of the planned analyses are complete and some are underway. Manuscripts on the methods developed in PACES continue to be written and submitted for publication. The final PACES symposium has been scheduled for the full-day of Friday, June 14, 2013. Half-day didactic sessions for each of the methods developed will follow in the second two weeks of June, 2013. A draft of the PACES final report will be delivered to the FDA for review by the end of June with plans for submission of the final report in September. |
