Navigant Consulting, Inc. (NCI) and its team will support the Department of Energy (DOE) in measuring the impacts that result from the implementation of projects associated with its Smart Grid Investment Grant (SGIG) program. Specific tasks include: developing and reviewing SGIG Metrics and Benefits Reporting Plans; establishing a Data and Analysis Framework for the SGIG Program; analyzing data reported by the grant recipients, including build and impact metrics and project benefits; and developing and submitting a final report. NCI will work closely with the DOE, grant recipients, industry stakeholder organizations and other DOE contractors to measure the impacts of awarded projects, estimate costs and benefits, and determine progress toward achievement of the SGIG purpose.

Quarterly Activities/Project Description During the reporting period, Navigant supported the DOE by working with NREL staff to resolved issues with the Data Hub, which is used by the Recipients to report their quarterly Build Metric and semiannual Impact Metric data. Navigant reviewed build metric data submittals for recipients that submitted data for Q4 2012. Navigant continued reviewing impact metric data submitted for the summer 2011, winter 2011, and summer 2012 periods. We also held telecons with Recipients to discuss issuses to be addressed with those reports. Navigant continued data analysis of both build and impact metrics including conducting internal presentations for DOE and developing reports on impact metric analysis. Navigant began the realignment process to adjust each recipient's MBRP since the program has evolved and many recipients have modified their scopes. Other major work assignments include: supporting outreach and collaboration with key industry stakeholder organizations, including but not limited to EEI, NARUC, APPA, NRECA and NASPI.

Description of Jobs Created Through the Recovery Act funds, Navigant Consulting, Inc. (NCI) was able to create four new positions in order to support the Department of Energy (DOE) in measuring the impacts that result from the implementation of projects associated with its Smart Grid Investment Grant (SGIG) program. One of these positions is an Engineer position, while the other three are Analyst 3 position. In addition, the funds created a new position with our subcontractor, Scheer Ventures LLC. In addition, approximately 5 FTEs were retained due to the ARRA funds.
