Quarterly Activities/Project Description This TIGER grant will allow the MBTA to extend the Fitchburg Commuter Rail Line an additional 4.5 milies westward of its current terminus, utilizing the existing Pan Am Southern railway corridor. The project will benefit both passenger rail service and freight operations, while reducing auto travel and providing more people with enhanced access to the Boston job market. The Early Action Site Preparation contract for the Station and Layover was awarded on 9/24/12 with NTP issued on 11/26/12. The Station and layover facility was advertised on 2/15/13; Bid opened on 4/2/13. Final design for track work was submitted on 3/6/13; Final design for signal work Phase 1 submitted on 12/21/12. Design of Signal Phase 2 is ongoing and is anticipated by late June 2013. Track and signal improvements will be performed by Pan Am Southern, the owner of the rail line, using materials procured by the MBTA.  Initial track improvements began in August 2011. Material procurements for the remainder of the work is starting in spring 2013, with track and signal work resuming in the summer of 2013.  Bridge ratings identified that significantly more bridge work is required than original estimates - 30% bridge design submitted on 3/14/13. The construction work for bridge repairs is anticipated in 2014. The project is scheduled to be substantially completed (start of revenue service to Wachusett Station) by the end of 2014. Project currently has a funding shortfall of $20.827 million; additional funding is being pursued including $5.51 million in repurposed earmarks.

Description of Jobs Created As of 3/31/2013, the design is underway for the new Wachusett Station, Westminster Layover Facility and track work, and signal design. Track and signal improvements being performed by Pan Am Southern, the owner of the rail line, using materials procured by the MBTA.  Initial construction work is underway, and will involve several trades. The MBTA will also procure track and signal materials for the project, providing manufacturing jobs in these industries.
