FISH AND WILDLIFE, OREGON DEPARTMENT OF
The US Fish and Wildlife Service (USFWS) Malheur National Wildlife Refuge will contract to design and construct fish screen and passage facilities to reconnect 60 miles of native fish (redband trout) habitat. The Oregon Department of Fish and Wildlife (ODFW) is partnering with the Refuge by providing design and construction oversight for passage at three dams and screening on five water diversions in the Malheur National Wildlife Refuge.

Oregon Department of Fish and Wildlife (ODFW) staff provided project oversight as contractors hired by U.S. Fish & Wildlife Service (USFWS) designed and constructed three fishways and four screens on the Malheur National Wildlife Refuge. All screening and passage structures were successfully installed.
This was a three-phase project. Phase one included design of the entire project, construction of two fishways, and construction of civil works for four screens. Phase two included installation of screening cleaning and power systems for the four screens. Phase three included construction of one fishway.
During phase one of the project, ODFW staff provided project oversight for the design of fish passage and screening structures, reviewed contract documents prior to bidding, participated in a pre-bid site visit, participated in the review of contractor proposal and selection. Prior to construction starting, staff participated in pre-construction site visit and construction schedule review and modification, and observed and approved construction staking. Once construction started, the Engineer observed and approved de-watering activities, and provided construction support and inspection services conducting weekly construction inspections.
Due to an unusually high water year during phase one, additional work by the contractor required a contract change. ODFW staff assisted USFWS as they finalized the contract with the contractor.
During phase two of the contract, ODFW staff were not funded by the ARRA contract, but some additional construction oversight was provided.
For phase three of the contract, ODFW staff provided additional project support and on site surveying.
ODFW was provided $196,599 to oversee the project, but the total amount spent was $187,189 resulting in a return to USFWS of $9,370. |
