CALIFORNIA HIGH SPEED RAIL AUTHORITY


The cooperative agreement covers the preparation of Preliminary Engineering (PE) and Environmental Documents for Phase 1 of the CHSTP as well as initial construction section of the project after ROD/NOD. Specifically, it will help fund the planning and environmental phase through Final Environmental Impact Report (EIR)/Environmental Impact Statement (EIS) documents and signed Notices of Determination and Records of Decision for each geographic section, and develop necessary documents for design/build bids. The CHSTP will implement a new high-speed rail system, completely grade-separated from road vehicle traffic and operated almost exclusively on separate, dedicated tracks with a top design speed of up to 250 mph and operating speed of up to 220 mph. The 800-mile statewide program will provide reliable, high-speed, electrified train service between the Bay Area, Central Valley, Sacramento, and Southern California.

Quarterly Activities/Project Description Q1 Key Accomplishments Proposals from all five shortlisted design-build teams for CP1 were received on January 18. The pass/fail and financial subcommittees began review of the Proposals and the technical evaluation subcommittee mobilized. Following the selection of a Program Construction Management (PCM) firm to monitor and manage the CP1 Design Builder, input was provided in support of contract negotiations, as requested. Ongoing support will be provided to finalize the PCM contract as it moves forward. An application for the US Corps of Engineers (USACE), Clean Water Act Section 404 Permit for Construction Package #1 was submitted at the end of January. This is the first major permit application to be submitted and will be followed by others in February and March moving the Authority towards securing all permits for CP1 by July 2013. The Program Management Team (PMT), in support of the Authority, continued discussions with key stakeholders to advance statewide coordination for the blended service implementation strategy encompassed in the Revised 2012 Business Plan.

Infrastructure Purpose and Rationale Phase 1 of this project includes construction of approximately 520 miles of high-speed rail system between San Francisco and Anaheim. This will begin with the construction of rail infrastructure for the IOS for Madera County to Bakersfield (Kern County). This project supports the purpose and rationale of ARRA infrastructure investments by investing in the development of a high-speed rail transportation system that both creates and promotes job growth, protection of the environment and provide long-term economic development benefits to the State of California.
