COMMONWEALTH UTILITIES CORPORATION
The project is the Rehabilitation of the Sadog Tasi Wastewater Treatment Plant. The plant has a 4.0MGD capacity and was
built 1993.
There has been no major repair or rehabilitation that was done since it was built. The equipment has become obliterated through the years. Extensive corrosion has eaten most of the structural steel that
holds up the aeration tanks due to the tropical corrosive
environment. Oftentimes, the
pumps, belt filter press,
experiences downtimes due to
dilapidated rickety old
condition. The air diffusers at the bottom shows major breaks in the pipe network
The scope of work is inclusive of replacement of the corrosive structural steel parts of the basins, rehabilitation of the belt
filter press equipment, which
processes the sludge, replacement of the aeration
diffuser network into floating aerator system, replacement and upgrade of wet well pits and pumps.

| Infrastructure Purpose and Rationale |
The Sadog Tasi Wastewater
Treatment Facility (WWTF) is
the largest of two WWTF on
Saipan. The treatment type is
known as a Complete Mix Activated Sludge facility.
The mixing is carried out by aerators where aerators are
utilized to both provide oxygen for accelerated micro-organism activity, and provide energy for mixing.
The existing aeration system is difficult to adequately
operate and maintain. There
are thousands of underwater
diffusers and piping on the
floor of each of the 3-aeration tanks and the digesters. The piping and diffusers periodically
fail (break) and air leaks occur underwater. These air leaks are extremely difficult to repair as complete draining and cleaning of the tank contents is required. The original design had drain valves that theoretically would make tank draining easier, however many of these slide gate valves have
failed and are seized in either the closed or partially open position. The drain piping all converged into the Sludge/recycle Drain Pit (SRDP). With multiple failed valves (partially open) the ndividual tanks cannot be
drained without first draining all aeration tanks with partially opened and failed valves. Three separate valves were failed prior to commencing the
work on this project esulting in the requirement that 4-separate tanks had to be drained simultaneous.
This project will eliminate these valves which are considered an O&M burden.
The Clarifier has a rotating
assembly that draws sludge off the bottom of the clarifier to either be recirculated as Return
Activated Sludge (RAS) or
wasted as Waste Activated
Sludge (WAS). The sludge
suction piping has a significant structural truss assembly to support the suction piping. A sludge scum arm are also inherent portions of the rotating assembly. The sludge suction
arm has corroded to a degree
that it is not functional.
Additionally the entire rotating assembly has seized up and no longer rotates. Draining and repair of the clarifier is necessary for future proper operation which will be performed under the contract.
At the completion of this project the facilities should be in like new
condition. |
