IEc continued efforts to review implementation of the Agency?s Recovery Act Stewardship Plan for four administrative functional areas: (1) Budget Execution, (2) Financial Reporting, (3) Performance Reporting and (4) Human Capital/Payroll. IEc prepared for and conducted kick-off meetings with responsible OCFO offices in Washington, D.C. and reviewed documentation provided by responsible OCFO offices against control and monitoring activities established in the RASP. IEc continued detailed analysis of RASP review results for ARRA grants, including review of 84 checklist items to identify trends by region, program, dollar amount, and recipient type; inspection of independence according to various grouping variables such as regional office, program, dollar amount, and recipient type; analysis of trends in accountability scores for grants checklist items and development of recommendations to strengthen implementation of the RASP for grants. IEc conducted policy verification reviews of grant activities for an ARRA grant recipient - the Puerto Rico Environmental Quality Board. IEc continued efforts to develop a framework for a web-based platform designed to share best management practices and corrective actions identified from the RASP policy verification reviews and training materials and display policy verification review analyses in a web interactive format featuring tabular and chart displays of data. IEc developed an interim web-based platform enabling users to conduct interim policy verification reviews and store the data for future import into the full web-based platform. |
