CITY OF CHICAGO
The city of Chicago and Cook County, as disparate jurisdictions, will share their fiscal year 2009 Recovery Act JAG award in the amount of $28,663,987 to create jobs and promote economic stability through local government budgets, to minimize and avoid reductions in essential prevention and intervention services, and to strengthen and increase local capacity for law enforcement. The city and county will accomplish these goals by deploying sworn officers for overtime to police crime hot spots throughout the city and surrounding municipalities within the county; creating and retaining positions within the country; replacing aging and worn out police vehicles and law enforcement equipment; and purchasing contractual services for prevention and intervention programs within the county and its surrounding municipalities. The Chicago Department of Police will use funds for overtime, police vehicles, and in-car cameras. Cook County will use funds to hire criminal justice staff, provide overtime for municipalities, purchase police vehicles and equipment, and support prevention and intervention initiatives.

The City of Chicago has completed procurement and received deliveries for law enforcement vehicles and in-car camera equipment and vehicle installations; all grant-funded vehicles have been installed with in-car cameras and have been assigned to districts; overtime deployment for Operation Safe City and Operation Safe Students is ongoing. The Cook County Judicial Advisory Council reports that activities have included training for law enforcement officers and an inpatient drug treatment program for women who would otherwise be incarcerated; additional grant purchases have included law enforcement weapons, protective gear, technology and educational outreach materials. Regional municipalities used funding to pay for law enforcement overtime to suppress gang and narcotic activity throughout the community; for Walk and Talk Patrols to instill community familiarity, acceptance and presence for youth, while deterring gang and drug activity; and for patrol support for distressed and unincorporated areas within the county. Additionally, Cook County's not-for-profit partners have employed staff in the performance of substance abuse recovery programs, and after school and leadership development programs for county youth. |
