Quarterly Activities/Project Description Grant was awarded on 8/3/2011. Through this Cooperative Agreement, IDOT will acquire a minimum of 48 bi-level intercity rail passenger cars and 7 diesel-electric intercity locomotives for use on intercity services on the Midwest Regional Rail System. This procurement will be administered through two separate contracts—one for the cars and another for the locomotives. Separation of the procurement into two contracts will allow 2 multiple rail equipment manufacturers with strengths in designing and building each type of vehicle to bid on either or both contracts. The new cars and locomotives will be designed and built in accordance with specifications approved by the Passenger Rail Investment and Improvement Act of 2008 (PRIIA) 305 Next-Generation Equipment Committee (NGEC) and will be procured in a manner consistent with PRIIA’s Buy America requirements. IDOT and the FRA will work together to facilitate the procurement of new passenger railroad equipment in a time-sensitive manner that is consistent with the needs of corridor services in the MWRRS and California, since IDOT will partner with the California Department of Transportation (Caltrans) in a joint procurement. In the past quarter, design reviews have begun on the railcars. The locomotive procurement will be led by IDOT, who will issue an RFP at a later date.
