SYRACUSE, CITY OF
Grant agreement GA-LRB-06-011, entered into by the Department of the Army and City of Syracuse on July 31, 2007, as amended on September 19, 2008 for the construction of sewer improvements in the Valley Drive Area in Syracuse, New York, signed 6 April 2010 by D. Snead, Lt. Colonel, Commander, Buffalo District.
WRDA, Section 573 authorized the Secretary of the Army to establish and lead a partnership with appropriate federal agencies (including EPA), the State of New York and political subdivisions of the State to for the purpose of development and implementation of projects to restore and, conserve and manage Onondaga Lake. Grants are provided to political subdivisions for the development and implementation of lake improvement projects consistent with the Onondaga Lake Management Plan and ACJ.
This project will provide for a separate storm sewer system in this area thus eliminating combined sewer overflows into Onondaga Creek which is a tributary to Onondaga Lake. These overflows are a contributing factor to the pollution of Onondaga Lake, eliminating them will assist in the remediation and restoration of the Lake and decreasing flows to the Metropolitan Treatment Plant. This is a continuation of the storm sewer separation completed in this area in previous years which were funded with alternate funding sources.
This Grant will fund 2 construction contracts; contract 1 will construct a main storm sewer along Valley Drive, connecting to a storm sewer outfall constructed under a previous contract, once complete Contract 2 will be let. Contract 2 will involve separating the sewer system along the side streets which lie to the west of the main constructed in contract 1. The total grant amount is $1,350,000 which includes both federal share and local match.

Aim of the recovery act is to preserve and create jobs. This project (contract 1) has preserved local construction jobs in the community (contractor is local) and has created new jobs for construction workers. This project is contributing to the restoration of Onondaga Lake, therefore the infrastructural investment is contributing to environmental preservation, the restoration of Onondaga Lake will have a major environmental & economic impact to not only the City of Syracuse but the surrounding areas also. |
