The Head Start Expansion award increased the number of Head Start families on Kauai from 147 to 156. Eligible families were recruited and enrolled from populations and areas of Kauai traditionally underserved by Head Start. Each of the expansion students received the full array of Head Start services. The children served under the expansion award received comprehensive Head Start services either in a homebased or classroom setting. All 9 expansion slots were filled throughout the grant period. The purpose of Head Start is to promote school readiness for low-income children through the provision of comprehensive child and family services.

Quarterly Activities/Project Description At the end of the September 30, 2011 quarter, the Kauai Head Start program had reached full enrollment for the 2011-2012 school year which included the 9 expansion slots funded through the Head Start ARRA award. The purpose of the Expansion grant was to allow more income eligible families on Kauai to participate in the Head Start program. Recruitment for the Expansion program targeted at-risk families under CPS supervision, children with disabilities and children who lived in the underserved northern part of the island of Kauai. The program was successful in maintaining full enrollment of children and families in all 9 expansion slots throughout the grant period. Under the Expansion grant we were able to increase the number of families who were under CPS supervision, families with children with a disability and low income families from the North Shore of the island. The children were provideded the comprehensive array of Head Start services either through the classroom or homebased option. The progress of each child was tracked throughout the school year. All students were screened and assessed developmentatlly within the first 45 days of the school year and were provided with an individualized educational plan describing the objectives they needed to attain to reach their individual school readiness goals. All students showed progress with the greatest improvement coming in the areas of creative arts and physical development. Each family also created a family plan with personal, economic, vocational or educational goals for the parents and other adult members of the family. The students and parents' progress on their goals was assessed quarterly. With the Expansion grant, Kauai Head Start has been particualrly successful in enrolling chilren with special needs and we have increased the number of children with disabilities enrolled in the program each year of the grant period.
