The emphasis of the Violence Against Women 2009 Recovery Act Program is centered upon the creation of jobs, the preservation of jobs and the promotion of economic stimulus. As one of its many elements, the Recovery Act provides states with grant funding to assist in combating violence against women. This funding is intended to improve the functioning of the criminal justice system, and to provide increased availability of services to women who have been victims of violence crimes. Applicants should seek to forge lasting partnerships betweent the criminal justice system and the victim services community and together provide a vigorous response to crimes against women such as domestic violence, sexual assault, stalking and dating violence crimes.

Description of Jobs Created Recover Act funding has allowed NH to create new positions and maintain jobs that were slated to be cut from existing budgets of numerous employers across the state. Funding has successfully allowed continued support of some position, the development of some new positions and the expansion of services through moving some part time position into full time positions. Under our victim services allocation we have funded 8 programs that include two agencies providing emergency legal assistance to victims of DV. Two crisis centers were able to expand the work of their culturally specific victim advocates. The NH Coalition Against Domestic and Sexual Violence has been provided funding to retain and/or expand staff at 4 different crisis centers located around the state. We had also been able to provide much needed funding to three supervised visitation centers to retain/expand staff, which allowed for increased hours and services in many underserved areas of the state. Emerge Family Advocates is one of the Visitation Centers we fund. Emerge is actually located in White River Jct, VT, however they provide services at the Plymouth, NH Visitation Center. In April 2010, we determined we could make three continuation awards for the time period of June 2010 through April 2011. One of those awards was provided to the Nashua Visitation Center to assist them in continuing their efforts to provide a safe environment for children to visit with their non-custodial parent, and to ensure the safety of the victim from further abuse during unsupervised exchanges of children. Within our law enforcement percentages we are now funding a total of four law enforcement agencies. Recovery Act funds support a new regional victim advocate position to provide services to victims in the Goffstown District Court catchment area. We have also been able to make an award to the Franklin Police Department for a DV/SA investigative officer. In April 2010 we were able to make an award to the Manchester Police Department which allowed them to expand staff in their existing DV Unit. Manchester was able to hire back an experienced investigative officer and to increase one of the victim advocate position by 10 hours weekly. We made a award to the Portsmouth PD which secured their victim advocate position, who was being cut from the city budget. Under our prosecution percentages we have three new projects. Two positions are at the NH Department of Justice, one is a statewide trainer who provides training on Lethality Assessment; the second position at NHDOJ is a Sexual Assault Response Team Coordinator who will foster the development of SART statewide. Recovery Act funding also supports a new DV prosecutor to the Strafford County Attorney's Office Domestic Violence Unit. Also under prosecution we have one additional project that would support a DV prosecutor in Cheshire County, with funding expect to begin in July. We awarded three second rounds of funding to three of our outstanding subgrantees, the Nashua Visitation Center providing services to families with a history of violence, the Strafford County Attorney Office to continue providing a specifically trained DV/SA prosecutor, and to the Franklin Police Department to continue the work of their DV/SA officer. In August we made an award to the Administrative Office of the Courts to assist in covering the cost of per diem Judges to preside over a specific DV docket, a limiting amount of funding for judicial training and a small amount of funding to cover the continuation of the data warehouse project. In December we made an supplemental award to AOC, again primarily for per diem Judges that were cut from the state budget. As of April 30, 2012, all subgrantee programs have finished expending their ARRA funds.
