The Workforce Investment Act (WIA) of 1998 created a nationwide federally funded employment and training program and provides resources to states and to local Workforce Development Boards to assist jobseekers and employers with a number of workforce development strategies. WIA funding through the American Recovery and Reinvestment Act is provided to North Carolina's 24 local Workforce Development Boards to serve 3 separate groups of individuals: Youth, Adults and Dislocated Workers. YOUTH CFDA 17.259 aged 14-24 are provided services that may include counseling, basic skills remedial training, job readiness skills, leadership activities, work experience training, and occupational skills training that lead to employment. Youth that are eligible to receive WIA services are from low income families and are from one of the following categories: deficiency in basic literacy skills, school dropout, homeless, runaway or foster child, pregnant or parenting, or offender. Additionally, ARRA provide funds for a Summer Youth Employment Program that placed over 6,100 youth at public and private worksites to gain valuable work experience. ADULTS CFDA 17.258 are provided services that may include employment counseling, skills assessment, referral to employment, customized training, on-the-job training, resources for occupational training at a Community College or another training provider, and support services to successfully complete training. All adults are eligible for WIA services based upon their age, though local Workforce Development Boards may establish criteria for priority of service to adults. DISLOCATED WORKERS CFDA 17.260 are also provided WIA services that may include employment counseling, skills assessment, referral to employment, customized training, on-the-job training, resources for occupational training at a Community College or another training provider, and support services to successfully complete training. An individual may be eligible for Dislocated Worker services if they have been terminated or laid off from a job and is unlikely to return to work, has exhausted Unemployment Insurance, is a displaced homemaker, or self-employed but unemployed as a result of economic conditions. PROGRAM OUTCOMES are as follows: For Adults and Dislocated Workers; 1) Entered Employment, 2) Employment Retention, 3) Earnings Increase. Youth, 1) Placement in to Employment or Education, 2) Attainment of a Degree or Certificate, 3) Literacy and Numeracy gains.
