Activity A: Coordination and Reporting of State HAI Prevention Efforts - Objectives of Activity A are to develop a sustainable state plan to collect HAI data and report aggregated state progress toward national HAI prevention targets. By December 2009, Idaho will identify a state HAI Plan coordinator, conduct a statewide HAI surveillance assessment, convene a multidisciplinary group to form the Idaho Healthcare-Associated Infections Prevention Advisory Committee (IHAIPAC), and draft and submit the Idaho HAI Prevention Plan (IHAIPP). We have tentatively focused on statewide reductions in methicillin-resistant Staphylococcus aureus (MRSA) and Clostridium difficile rates. We will develop a state baseline for these or other targets based on input from the IHAIPAC. Objectives for January 2010 - December 2011 include approval of the IHAIPP by the HHS, analysis of data received from Idaho facilities participating in the National Healthcare Safety Network (NHSN), annual meetings of the IHAIPP, and reporting progress towards achieving HHS prevention targets.
Activity B: Detection and Reporting of HAI Data (HAI Surveillance) - Objectives of Activity B are to increase Idaho facility participation in the NHSN surveillance system and implement Idaho’s plan for sustainable detection and reporting of state HAI via NHSN. CDC has informed us that currently three Idaho facilities are reporting via NHSN, but due to confidentiality agreements, they are unable to tell us which ones. By December 2009, Idaho’s Division of Health, Office of Epidemiology and Food Protection (OEFP) will collaborate with project partners to identify those facilities that will voluntarily identify themselves as reporting via NHSN and seek to enter into agreement(s) to become the Idaho Group Administrator. In year one, OEFP will identify incentives for hospitals to begin or expand participation; contract with health sector partners to recruit additional facilities to report via NHSN; facilitate HAI training and NHSN training and enrollment; improve detection of C. difficile infections; and participate in monthly NHSN State-Users teleconferences. By December 2011, Idaho will enroll at least 10 additional healthcare facilities into NHSN, implement validation procedures, provide a report of aggregate state baseline data for invasive MRSA and C. difficile rates, and enable ELR with at least 10% of new NHSN-reporting facilities. Reporting on state HAI surveillance coordination and prevention efforts will be achieved through tracking, measuring, and reporting programmatic activities, obligation of funds, and economic impact as required by the Announcement, the ARRA, and U.S. Office of Management and Budget (OMB).
