The grant program is authorized by the American Recovery and Reinvestment Act of 2009. The stated purposes of the Recovery Act are: to preserve and create jobs and promote economic recovery; to assist those most impacted by the recession; to provide investments needed to increase economic efficiency by spurring technological advances in science and health; to invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits, and to stabilize state and local government budgets, in order to minimize and avoid reductions in essential services and counterproductive state and local tax increases. The recovery act places great emphasis on accountability and transparency in the use of the taxpayer dollars. The City's goals are to maintain community policing programs, at risk youth programs and purchase equipment. We have purchased equipment that our current budget did not allow us to purchase due to budget cuts. This includes a graffiti removal machine, tasers, ballistic helmets, traffic counters, ATV maintenance, rifle lights, and crime mapping software. These items are all essential to continuing to keep down our crime rate. In addition, the funds pay for $20,000 in overtime to continue our community policing programs including after hours business checks, traffic patrols, and walking beats. We have combined our community policing funds with our crime mapping software in a new program to specifically target problem properties. Finally, we have continued our Youth Services and Junior Police Academy programs that are essential to assisting our youth. These programs would have been cancelled had it not been for the grant. All of the funds have helped with keeping our crime rate lower.
