1) Center For Mental Health - The project consists of $61,000 of CDBG-R funds for the rehabilitation of the leaking, deteriorated roof on the Center West, a former motel being rehabilitated into a transitional living center for people with severe mental illnesses. 7 new full-time jobs (with another 7 half-time employees) will be created by the establishment of this greatly needed transition center. Additionally, the jobs of seven private sector roofing employees will be preserved with the ARRA funds. 2) The City of Great Falls Public Works Department will utilize $100,000 of the ARRA funds to install handicap ramps (curb cuts) to provide handicap accessibility on 8th Avenue North from 21st to 25th Street and 7th Avenue North (northside ) from 15th to 25th Street. The project will preserve the full-time jobs of five private sector concrete and excavation workers. 3) The City of Great Falls Public Works Department will utilize $87,881 of the ARRA funds to provide assistance to low income homeowners to remove and replace hazardous sidewalks in Census Tract 3, Block Group 1 & 2(15th to 25th Street North between 7th North and 8th Avenue North). The project will preserve the jobs of seven full-time, private sector, concrete and excavation workers 4) Rocky Mountain Tree Care Specialists, Inc. were awarded a contract for $1,500 to remove a large tree in the way of the ramp project.

Infrastructure Purpose and Rationale 1) The City of Great Falls Public Works Department handicap accessibility project on 8th Avenue North will leverage addition money. When handicap ramps are installed on the last five intersections between Park Drive and 25th Street N., the street will be eligible for the City to apply for additional stimulus or regular state transportation funds (TIP). The ramp project will preserve the jobs of five FTE, private sector, concrete and excavation workers and serves as an investment in transportation infrastructure that will provide long term economic benefits to the city and serve the handicapped and elderly population in this lower income neighborhood of Great Falls. The ramp project went out to bid and was awarded to Kuglin Construction on 9/8/09. (DUNS# 138353970) Environmental clearance has been received and construction is completed. 2) The City of Great Falls Public Works Department hazardous sidewalks replacement project is 100% targeted to households having lower incomes in Block Group 1 & 2 of Census Tract 3. There is currently a waiting list of more than twenty LMI families needing hazardous sidewalks replaced at their homes. The project will preserve six FTE jobs of private sector, concrete and excavation workers, and serves as an investment in transportation infrastructure that will provide long term economic benefits to the city and serve the low income and often elderly population in this targeted neighborhood of Great Falls. The sidewalk project went out to bid and was awarded to Great Falls Sand and Gravel on 9/14/09. (DUNS# 879498061) Environmental clearance has been received and construction is nearly complete.
