Quarterly Activities/Project Description The Program has closed five (5) loans using ARRA RLF funds: Elkhart ($600K), Jeffersonville (revised ARRA RLF loan amount of $572K), Goshen (revised ARRA RLF loan amount of $131,372), Columbus (revised ARRA RLF loan amount of $777,977), and Richmond ($328K). The Richmond loan closed 12/13/12 to provide remediation funding for the former Manufactured Gas Plant (MGP). Groundwater remediation activities are scheduled to begin during the third quarter of FFY13. Remediation activities continued at the Columbus Wood Treating project (loan closed 12/29/11), and the total amount of petroleum ARRA RLF funds drawn as of 3/31/13 for Columbus is $777,976.50. The Goshen loan closed on 9/30/11 to provide additional funding to remediate the Western Rubber site, which is completed, and the final draw in the amount of $4,531 was drawn this quarter. (The total amount drawn from the Goshen loan is $131,372.) The Jeffersonville loan for remediation of the BP Ellis site closed on 3/31/2011, and remediation work continues at the site. Petroleum ARRA RLF disbursements for the Jeffersonville loan as of 3/31/13 total $565,890. In order to ensure timely draw down of ARRA RLF funds, the Program replaced $200,000 of ARRA RLF funds originally included in the Jeffersonville loan with regular RLF funds and transferred the ARRA RLF funds to the Columbus loan for expeditious spend down. The Elkhart loan of $600,000 has been completely drawn for the LaBour Pump and Elkhart Foundry sites. Including the budget for eligible programmatic expenses, all of the Program’s ARRA RLF funds were obligated as of 3/31/13.
